The Kativik Regional Government (KRG), a supramunicipal body with jurisdiction over the territory of Québec located north of the 55th parallel, is looking for an energetic and motivated individual to work in the capacity of:

PROJECT MANAGER - MUNICIPAL INFRASTRUCTURE

(permanent, full time, based in Kuujjuaq)



Reporting to the Assistant Director of the Municipal Public Works Department and working closely with the other employees of the Department, the Project Manager - Municipal Infrastructure ensures the management and monitoring of infrastructure construction contracts for municipal infrastructure improvements (roads, drainage, paving, bridges and culverts; solid waste disposal sites; municipal offices, repair garages and warehouses; drinking and wastewater treatment plants, etc.); as well as Capital Projects. The Project Manager also delivers technical assistance to the Northern Villages (NV) regarding the operation of municipal infrastructure.



The duties and responsibilities of the Project Manager - Municipal Infrastructure include:

• Plan and manage the implementation of municipal infrastructure projects;
• Evaluate the needs of the NV and assist with prioritizing projects;
• Implement preliminary project stages with the NV (pre-project): programs, budget estimates, financing packages, etc.;
• Coordinate the preparation of plans and specifications by external professionals;
• Coordinate the drafting of the call for tender documentation;
• Liaise between professionals, contractors and NVs at all project stages;
• Ensure the overall monitoring of projects for project owners: compliance with deadlines, budgets, rules and standards, project modifications, project inspections by professionals, payments, financing, warranties, etc.;
• Perform any other related duty requested by their supervisor.

Requirements:

• A university degree in a construction-related discipline (Architecture, Engineering and Construction) . A technical background combined with work experience and relevant achievements could be considered as an equivalent;
• Candidates with a Professional license or designations such as EIT, CET or Gold Seal will be prioritized; a professional Project Management certificate is considered an asset.
• Possess at least three (3) years of relevant, progressive work experience as a project manager or coordinator and giving technical assistance;
• Municipal project management experience, particularly in municipal infrastructure projects, is a vital asset;
• Ability to process and maintain several files simultaneously in a structured and organized manner;
• Excellent ability to express concepts in plain language and actively listen to needs;
• Excellent adaptation skills;
• Initiative, independent and capacity for teamwork;
• Written and oral working knowledge of at least two (2) of the following languages: Inuktitut, English and French
• Solid working knowledge of Microsoft Office , as well as other specialized software ( AutoCAD , etc.);
• Working knowledge of MS Project;
• Available to travel frequently in Nunavik;

Place of work: Kuujjuaq

Salary: Minimum $63,716 and maximum $109,329 annually (Class 10).

Benefits: Cost-of-living differential: minimum $8 , 500 annually;

Food allowance: minimum $4,398 annually;

Annual leave trips: maximum of 3 per person annually; Group benefits including Simplified Pension Plan; Vacation: 20 days annually;

Statutory holidays: 20 days, including 10 during the Christmas period .

Relevant du directeur du Service des travaux publics municipaux et travaillant en étroite collaboration avec les autres employés du Service, le chargé de projet - infrastructures municipales assure la gestion et le suivi des contrats de construction d'infrastructures pour l'amélioration des infrastructures municipales (routes, drainage, pavage, ponts et ponceaux ; sites d'élimination des déchets solides ; bureaux municipaux, garages de réparation et entrepôts ; usines de traitement de l'eau potable et des eaux usées, etc. Le gestionnaire de projet fournit également une assistance technique aux villages du Nordiques (NV) en ce qui concerne l'exploitation des infrastructures municipales.



Les fonctions et responsabilités du gestionnaire de projet - Infrastructures municipales sont les suivantes :

• Planifier et gérer la mise en œuvre des projets d'infrastructure municipale ;
• Évaluer les besoins des NV et aider à établir l'ordre de priorité des projets ;
• Mettre en œuvre les étapes préliminaires du projet avec le NV (avant-projet) : programmes, estimations budgétaires, montages financiers, etc ;
• Coordonner la préparation des plans et des spécifications par des professionnels externes ;
• Coordonner la rédaction des documents d'appel d'offres ;
• Assurer la liaison entre les professionnels, les entrepreneurs et les NV à toutes les étapes du projet ;
• Assurer le suivi global des projets pour les maîtres d'ouvrage : respect des échéanciers, des budgets, des règles et des normes, modifications des projets, inspections des projets par les professionnels, paiements, financement, garanties, etc ;
• Effectuer toute autre tâche connexe demandée par son superviseur.

Exigences :

• Diplôme universitaire dans une discipline liée à la construction (architecture, ingénierie et construction). Une formation technique combinée à une expérience professionnelle et à des réalisations pertinentes pourrait être considérée comme un équivalent ;
• Les candidats titulaires d'une licence professionnelle ou de titres tels que EIT, CET ou Sceau d'or seront prioritaires ; un certificat professionnel en gestion de projet est considéré comme un atout.
• Posséder au moins trois (3) années d'expérience professionnelle pertinente et progressive en tant que gestionnaire ou coordinateur de projet et en matière d'assistance technique ;
• Une expérience de la gestion de projets municipaux, en particulier de projets d'infrastructures municipales, est un atout essentiel ;
• Capacité à traiter et à maintenir plusieurs dossiers simultanément de manière structurée et organisée ;
• Excellente capacité à exprimer des concepts dans un langage simple et à écouter activement les besoins ;
• Excellentes capacités d'adaptation ;
• Esprit d'initiative, indépendance et capacité à travailler en équipe ;
• Connaissance pratique, écrite et orale, d'au moins deux (2) des langues suivantes : Inuktitut, anglais et français
• Solide connaissance pratique de Microsoft Office, ainsi que d'autres logiciels spécialisés (AutoCAD, etc.) ;
• Une connaissance pratique de MS Project;
• Être disponible pour voyager fréquemment au Nunavik ;
