Senior Risk Control Advisor

Job Responsibility: Effective April 1, 2024 the salary range for this position is $88,496 to $128,625 per year. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined. Are you experienced in Risk Management for Capital Markets? The Ontario Financing Authority (OFA) is seeking a motivated professional to provide senior-level, highly specialized analysis and advice on Risk Management activities, and performance measurement.

What can I expect to do in this role?

You will:

• Provide strategic leadership in financial engineering and performance modelling projects
• Execute high-priority research and analysis of OFA's asset and liability portfolios
• Lead initiatives to develop and update the OFA risk management policies in line with industry best practices and changes in capital market conditions and regulatory arrangements

How do I qualify?

Technical Expertise:

• You are knowledgeable about capital markets, hedging strategies and techniques, trading conventions, pricing, risk measurement/assessment algorithms and models for financial instruments including swaps, futures, options
• You are experienced in the use of software applicable to risk and performance measurement
• You understand the industry standards for risk management including market risk, operational, and credit risk mitigation and performance benchmarking.
• You are aware of government fiscal priorities and debt management strategies and their implications for the Province's interest on debt (IOD)
• You have experience with complex finance strategies and practices (e.g. IOD forecasting) and documentation requirements for credit risk mitigation (e.g., International Swap Dealers Association)
• You are familiar with financial regulations and capital adequacy requirements (e.g. the Bank for International Settlements and the Federal Reserve)

Communication Skills:

• You have communication and presentation skills to provide briefings and presentations to OFA committees, senior management, OFA executives and/or the Board of Directors
• You can recognize the abilities of the target audience and simplify complex financial and risk management issues

Analytical Skills:

• You are able to develop and conduct credit and financial market scenario analysis and stress testing for the Province's capital market positions and risk exposure
• You have demonstrated mathematical and analytical skills to develop/implement and deliver risk analytics and portfolio valuation tools

Leadership and Interpersonal Skills:

• You have well-developed leadership and coordination skills
• You can interact with the Ministry of Finance and other OFA divisions to coordinate the OFA's inputs in the Ontario Budget and fiscal update
• You have experience in managing tight time lines with competing/changing priorities
