This position oversees the administration, monitoring and enforcement of the Tourism Industry Act (TIA) and Regulations and the Summary Proceedings Act (SPA) and Regulations. This position ensures licensing requirements of tourism operators are being adhered to and supervises regulatory team staff members.

Duties will include but are not limited to:

  • Conducting investigations and enforcement of the provisions of the TIA and SPA;
  • Providing compliance support, guidance and direction to Tourism Industry Standard Inspectors;
  • Answering questions related to the application process or interpretation of legislation and providing compliance information to operators and members of the public;
  • Coordinating the preparation of documentation for use in court actions and maintaining accurate records on the disposition of cases;
  • Ensuring due process in accordance with legislation, principles of administrative law and application of professional & ethical standards;
  • Collecting information and assessing applications from license applicants, making determination on issuance of license and the requirement of terms and conditions, and assisting with the preparation of materials when a reconsideration of action is filed by applicant;
  • Maintaining a strong working relationship with municipal governments, other provincial agencies and departments, and external stakeholders on matters related to the PEI Tourism Industry;
  • Coordinating and managing the registration of platform operators;
  • Increasing awareness of the Tourism Industry Act and Regulations to members of the public including preparation of guidance documents, participating in speaking engagements; assisting with media inquires and working in collaboration with interdepartmental working groups to develop engagement strategies for industry;
  • Providing leadership, mentoring, supervision and daily operational direction to Compliance Officers; and
  • other related duties.

Minimum Qualifications:

  • University degree in Social Sciences or related area
  • Demonstrated equivalencies will be considered.
  • Extensive experience in regulatory enforcement
  • Experience in the interpretation and application of legislation
  • Experience in Microsoft Office and data management software
  • Some supervisory experience, preferably in a regulatory role
  • Strong written and oral communication skills
  • Strong leadership and conflict resolution skills
  • Knowledge of the Tourism Industry Act and legislation related to the tourism industry licensing requirements
  • Excellent interpersonal and presentation skills
  • Must have a valid driver's license, a good driving record, and access to a reliable vehicle

Other Qualifications:

  • Enforcement or police training from a recognized institution would be an asset
  • French language proficiency would be considered an asset

Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement
