BACKGROUND

The Clean Arctic Shipping Initiative (CASI) is a unique partnership co‑led and co‑developed by Memorial University and Inuit Circumpolar Council (ICC) Canada. The Initiative responds to the rapid increase in Arctic shipping and its associated environmental and socio‑economic impacts on Arctic communities, while supporting Inuit priorities for safe, sustainable, and cost‑effective resupply. Funded through the Canada First Research Excellence Fund (CFREF), CASI brings together Inuit communities, academic institutions, government, and industry partners to position Canada and Inuit as global leaders in Arctic shipping research, governance, and innovation.

DUTIES

Reporting to the Operations Manager, the Partnership Liaison Officer is responsible for developing, managing, and strengthening strategic relationships across CASI. This role ensures effective collaboration among academic institutions, Inuit organizations, government agencies, industry partners, and international stakeholders. The incumbent will work with researchers to meet the outcomes of the Clean Arctic Shipping Initiative, collaborate with the ICC, the Inuit Treaty Organizations (ITOs), and Inuit Tapiriit Kanatami (ITK). Responsibilities include supervising the development and tracking of the mandatory training required by the Partnership Agreement (PA), ensuring all researchers, partners and collaborators adhere to the terms of the PA, facilitating onboarding of new research staff, partners and collaborators, tracking compliance of all academic partners with the PA, monitoring completion of enhanced evaluation criteria, assisting in preparing annual progress reports to the Tri‑Agency Institutional Program Secretariat and the Initiative’s governance bodies, coordinating partnership‑related events (including workshops, community engagement sessions, conferences and knowledge‑sharing forums), supporting logistics, stakeholder invitations and follow‑up activities, and performing related duties as required.

QUALIFICATIONS

Experience (3‑5 years) in partnership development and stakeholder engagement, project coordination, or program management; completion of a degree in a relevant field (e.g., Public Administration, Social Sciences, Business, Organizational Development) is required, or an equivalent combination of experience and training may be considered. The ideal candidate will have strong interpersonal and relationship‑building skills, excellent written and verbal communication skills, and conflict resolution and negotiation skills. Experience working in Arctic, Indigenous, or community‑based contexts is highly desirable. Familiarity with multi‑partner, interdisciplinary initiatives is an asset.

SALARY

$55,865 - $83,793 per annum (Management and Professional)
