The Research Analyst 3 will join the Transportation Services Policy, Data & Strategic Initiatives Section to support advancing various programs and projects. This role reports to the Manager, Strategic Policy & Initiatives but will support and assist all four units in the section: Strategic Policy & Initiatives, Operational Policy & Initiatives, Data & Analytics, and Vision Zero Strategy. Work done in these units includes multi-disciplinary programs, projects and policy development that help shape the City’s policy and practices related to how the transportation right-of-way is used and managed.

The section also undertakes collection and analysis of transportation related data and responds to data-related requests from external parties. They work to create a more livable, equitable and resilient City, and keep Torontonians moving safely. The successful candidate will play a vital role in enabling this work and have opportunity to learn about a broad range of issues that impact Transportation Services.

The ideal candidate is collaborative, flexible, well-organized and has a high level of initiative and pride in their work. They are skilled in using the standard Microsoft Office suite (Outlook, Word, Excel) as well as PowerPoint or other presentation tools and adept at learning new software’s.  

Major Responsibilities:

• Conducts research in support of assigned projects, ensuring that such research accounts for developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Establishes and maintains filing systems using SharePoint and supporting process development to ensure compliance with MFIPPA and City records management policies
• Responds to business related inquiries both from internal and external sources, such as program-specific e-mail boxes, including leading logistics of response to and payment processing for data requests.
• Compiles and analyzes data such as technical traffic data, surveys and other public consultation input received by PD&SI
• Minute taking at meetings in support of various aspects of the Section’s work
• Inputs requests, reports, documents, proposals and correspondence into appropriate systems, such as Maximo, as required by the Units.
• Compiles information packages and other direct mail activities in support of Unit's activities.
• Coordinates regularly with the Director’s Assistant (DA) and fills in for the DA when the DA is away
• Coordinates with other support staff in the Section’s base office location(s) regarding office needs
• Coordinates meetings (e.g. coordinating availability, booking times, locations, other logistics)
• Updates and maintains directories, statistics and communications used by all levels in the division including management staff.

Key Qualifications:

1. Post-secondary degree or diploma in Urban Planning, Social Studies, Political Science, Public Administration or other program or discipline relevant to transportation issues or municipal governance; or the equivalent combination of education and/or related experience.
2. Experience conducting research, analysis, interpreting large volumes of data and summarizing findings.
3. Considerable experience in the areas of information identification, collection and documentation including developing effective written materials such as reports, minutes, and memos.
4. Considerable experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

You must also have:

• Ability to establish and maintain effective collaborative working relationships with coworkers and operate as a member of an interdisciplinary team.
• Ability to research, access and summarize relevant qualitative and quantitative information into clear and concise reports for senior management and other stakeholders.
• Ability to demonstrate curiosity, understand the purpose of the work, identify issues or ideas and solve problems, and ask questions when needed.
• Strong knowledge of urban planning and/or transportation planning and operations language and concepts.
• Strong organizational skills.
• Flexible and adaptable to new or evolving work assignments.
• Strong written and verbal communication skills.
• Knowledge of the City's financial policies and procedures including payment processing or similar knowledge from other organizations.
• Familiarity with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the obligations of municipalities under this Act.
• Knowledge of the City’s records management policies and/or knowledge with records management best practices
