Position Overview

The Ontario Public Service is seeking a Senior Business Analyst – Level 3 to work as part of the Project Management & Program Delivery project team . The successful candidate will collaborate with the core project team, solution delivery vendors, product owners, UX/designers, developers, testers, clients, and other stakeholders to deliver complex digital solutions using user-centred design and Agile/Scrum methodologies .

This role combines business analysis, product management, user experience, digital design, accessibility, research, requirements analysis, backlog management, and stakeholder leadership .

The successful candidate must be comfortable leading cross-functional teams and translating business objectives, user research, analytics, and stakeholder needs into intuitive, accessible, measurable digital experiences.

Key Responsibilities

Business Analysis, Product & Agile Delivery

• Work within a hybrid Agile environment , including Scrum and other Agile methodologies, while collaborating with cross-functional teams.
  
• Provide leadership and guidance in developing, implementing, and evaluating online user experience and content strategies .
  
• Develop product design criteria, business objectives, communication/reporting protocols, planning activities, prioritization and phasing strategies, issue management, quality assessment, and transition requirements.
  
• Work with balanced product teams consisting of product owners, UX designers, developers, testers, and other stakeholders .
  
• Prioritize features and manage the product backlog to maintain a shared focus across design and development activities.
  
• Identify emerging trends and assess/prioritize feature requests and client changes.
  
• Determine product direction and support decisions regarding when features are ready to be released.
  
• Translate business goals and objectives into digital product experiences.
  
• Develop product vision, roadmaps, product strategies, features, epics, user stories, themes, and sprint plans.
  

User Experience & User-Centred Design

• Design and support online user experiences for complex digital solutions .

Accessibility & Digital Standards

• Ensure digital solutions comply with current web usability and accessibility standards , including:

• Apply accessibility best practices throughout design, development, testing, and delivery.
  
• Demonstrate knowledge of Ontario Digital Government Standards / Ontario Digital Service Standard .
  
• Apply accessibility, information architecture, navigation, graphic design, and user-interface design principles together when developing digital solutions.
  

Information Architecture & Content Design

• Design information architectures and taxonomies and understand their relationship to navigation.
  
• Apply content layout and typography principles to mobile-first and responsive web design .
  
• Provide subject matter expertise in UX, content standards, performance measures, usability, accessibility, and interactive/front-end design.
  
• Support content strategy and design concepts for digital solutions.
  
• Conduct research and develop content structures that meet diverse user needs.
  

Stakeholder & Vendor Management

• Conduct stakeholder consultations to identify, understand, and assess business needs.
  
• Collaborate with clients, solution delivery vendors, product owners, developers, UX teams, testers, and other project stakeholders.
  
• Provide technical and specialized advice regarding usability, accessibility, interactive design, and front-end design.
  
• Build strong relationships with internal and external stakeholders and solution delivery vendors.
  
• Facilitate meetings, workshops, consultations, presentations, and decision-making activities.
  
• Provide mentorship, coaching, and guidance to team members.
  
• Prepare slide decks presenting solution design options and recommendations.
  
• Prepare project status reports, executive summaries, risks, mitigation strategies, and product status updates.
  

Analytics, Research & Continuous Improvement

• Use web analytics, visitor metrics, performance measures, and other tools to evaluate user experience.
  
• Define product KPIs, success criteria, and metrics dashboards .
  
• Conduct multiple concurrent research, content design, and strategy initiatives.
  
• Perform industry research and provide options and recommendations for solution improvements.
  
• Use user research and analytical findings to continuously improve digital products.
  
• Translate feedback and research findings into effective, accessible, and user-friendly designs.

Candidates must demonstrate significant experience in the following areas:

Mandatory Business Analysis / Product / Agile Experience

• Significant experience designing online user experiences for complex digital solutions .
  
• Experience delivering products using a balanced cross-functional team , including product owners, UX designers, and developers.
  
• Strong experience with Agile/Scrum delivery methodologies .
  
• Scrum Master experience is preferred.

The ideal candidate will be a Senior Business Analyst / Product-focused Business Analyst / Digital Business Analyst with strong hands-on experience across business analysis, Agile product delivery, UX, user research, accessibility, information architecture, digital design, requirements, backlog management, and stakeholder leadership .

Candidates should be able to demonstrate successful delivery of complex digital/web solutions , experience working with multidisciplinary Agile teams, and practical knowledge of WCAG, responsive design, UX methodologies, Ontario digital standards, backlog management, and digital product strategy .
