Alberta Advanced Education is seeking an innovative and proactive Emergency Management and Facilities Advisor to join our dynamic team. This role collaborates with various divisions across the ministry, other departments such as Infrastructure, Technology & Innovation, Service Alberta, the Alberta Emergency Management Agency (AEMA), and the Public Service Commissioner's Occupational Health and Safety Program (OHS) to align emergency management with business continuity and facilities planning. Responsibilities :
Lead the Ministry Business Continuity and Consequence Management Programs in accordance with established legislation and policies so that documented business processes are prioritized for recovery across the department.
- Act as the primary Consequence Management Officer (CMO) and respond to the Provincial Emergency Coordination Centre (PECC) during cross-government activations to provincial disasters.
- Maintain and improve the ministry's Business Continuity Plan (BCP).
- Prepare documents to support the bi-annual approval of the BCP by the Executive Team and DM.
- Support internal and external department crisis communications.
- Complete risk assessments and identify potential business threats to staff, IT, and facilities and determine how the ministry will resume essential functions in event of emergency, estimate the impact of the disruption (business impact analysis), and communicate those prioritized risks to Executive Team.
- Submit the essential functions list to AEMA in compliance with the Government Emergency Management Regulation (GEMR) and Alberta Emergency Plan (AEP). Participate in cross-government training, and run departmental-level training exercises.
Inform the evolution and implementation of the ministry's broader emergency management, safety, and security programs.
- Research and identify best practices in other jurisdictions and in other ministries to inform the ministry's emergency management, safety, and security programs.
- Coordinated departmental Emergency Management activities (Facilities, OHS, Security, BCP etc.), including direct support to the department Occupational Health & Safety Committee.
- Mange Enhanced Communication Protocol clients through the central department e-mail, consulting with the impacted program areas and the Provincial Security & Intelligence Office (PSIO).
- Complete a variety of support activities (e.g. research policy options and impacts, prepare briefings and presentations) to enable implementation of the program across the ministry.
- Provide continuity and emergency management advice, consultation, and information to stakeholders internal to the department and within the Government of Alberta on emergency working groups.
- Facilitate post-incident analysis to determine gaps and for continuous improvement.
Role Responsibilities (Cont'd)
Provide coordination and program support to the department Facilities and Accommodations portfolio.
- Support accommodations projects with a focus on security and safety design elements.
- Assist in the day-to-day management of the facilities portfolio, including but not limited to security, safety, and risk mitigation elements. This includes coordination with partner ministries, property management firms, and third-party contractors.
- Lead facility incident response and inform recovery planning in coordination with Alberta Infrastructure and Alberta Risk Management & Insurance (RMI).
- Identify opportunities to improve departmental operations, including fleet management, risk management, and emergency preparedness through the facilities and accommodations portfolio.
- Working knowledge of other accommodations roles, accountabilities, and functions to provide cover-off in the team.
Implement and lead a training and awareness program to establish and maintain the response capabilities of the department to an operational disruption.
- Develop and deliver training tailored to meet all levels of understanding from Executive to administrative personnel, so that all staff are aware of their roles and of the department response structures.
- Develop various channels and material to promote awareness of emergency management roles.
- Develop and lead various types of exercises to test continuity and emergency plans in accordance with existing requirements in policy and legislation, including OHS.
- Represent the department in GoA-wide training and awareness sessions to facilitate knowledge transfer and implementation into the department's response capacity.
- Develop exercise scenarios to validate emergency and continuity plans for a range of hazards or risks.
- Lead continuity and emergency procedures exercises, including crisis communications plans. Evaluate the success of the exercises and integrate lessons identified into future planning and response activities (e.g., update plans, increase or change training approach or materials).
Additional duties may include:
- Contribution to development and implantation of corporate initiatives.
- Support department Information Management with security and information breaches, or vital records impacts.

Qualifications
University graduation in a related field (Emergency, Risk, or Disaster Management. Recognized BCP designation desired). Plus 4 years of progressively responsible related experience. Alternatively, 1 year of education for 1 year of experience Equivalency:
- 1 year of education for 1 year of experience
Assets:
- Recognized Business Continuity Certification (such as ABCP from DRI Canada) is desired.
- Occupational Health and Safety qualifications are also desired, however completion of GoA OHS training will be required as soon as practicably possible.
- Security qualifications are desired, including CPTED. Strong and effective communication (both written and oral) and interpersonal skills.
