Job Information Directorate: Serious & Organized Crime Section: Operational Intelligence Analysis Pay Group: Seven (7) Job Code: 10073666 Work Location: East / Central / West (Dependent on Assignment) Supervisor Title: Supervisor Operational Intelligence Analysis Effective Date: August 21, 2023 Overall Purpose Under the direction of the Supervisor Operational Intelligence Analysis, the Crime Intelligence Analyst is responsible to support the assigned unit by identifying existing or evolving crime / problem patterns and trends.
  • Initiates target and association profile analysis, provides investigative leads for action; establish operational data and intelligence for planning and deployment; furnish trend data for overall Police Service planning, policies and budgeting.
  • Respond to specific requests for information; accurately assess, evaluate, and anticipate demands in order to tailor analytical products given a broad variety of factors (e.g., the needs of the client/audience, social/crime trends, the nature/amount of available data, time/budget constraints). Adapt to unique circumstances and formulate innovative new solutions when existing analytical products are determined to be inappropriate/insufficient.
  • Conducts quantitative and qualitative analysis providing in general 80% tactical, operational, and investigative and 20% strategic support.
Major Responsibilities
  • Provide tactical, strategic, investigative, and criminal intelligence analysis and expertise to support the achievement of the mandate of the assigned unit.
  • Collect, collate, analyze, prioritize, research, and disseminate data from a wide variety of complex data sources through a systemic analytical intelligence cycle process.
  • Provide timely and pertinent intelligence relative to crime figures, series, patterns, and trend correlation to assist operational / investigative / intelligence units and Executives.
  • Properly source and safeguard highly sensitive information (e.g., source debriefs) and maintain a high level of confidentiality.
  • Provide recommendations/directions for investigative leads and crime prevention/response techniques.
  • Design and maintain Business Intelligence solutions utilizing Microsoft Power BI and Esri ArcGIS Pro to produce Portal interactive maps, dashboards, Web Apps, Story Maps, etc. in accordance with good practices, standards, and guidelines. Coordinate technical modifications with ITS and SCD as changes to processes occur.
  • Conduct predictive modeling to identify trends, patterns, issues and recommend corrective actions.
  • Responsible for the creation, maintenance, administration, and accuracy of shared information and intelligence databases.
  • Create reports for and respond to requests from the Executive and the Ottawa Police Services Board regarding evolving crime patterns and trends.
Major Responsibilities (continued)
  • Provide information / intelligence to assist operational / investigative / intelligence officers in the identification of specific and immediate crime problems and the arrest of criminal offenders.
  • Scanning and analyzing all available source avenues for short and long-range problems.
  • Geospatially identify “Concentration Areas” of crime for operational response.
  • Assist in the case clearance process with investigative officers.
  • Support operational units within the scope of the assigned mandate with crime and intelligence analysis.
  • Analyze Call Detail Record and phone toll analysis to support investigations.
  • Apply current analytical tools such as Microsoft Office 365, ArcGIS Pro, Uncharted GeoTime, Cognos BI, i2, and other evolving analytical technologies related to supporting operational units.
  • Act as a subject matter expert (SME) for specialized software (e.g., ArcGIS Pro, i2, Cellebrite, etc.)
  • Provide analysis of operational data for deployment planning, resource allocation and budgeting.
  • Assist outside agencies with inquiries and inter-jurisdictional investigations. Develop and maintain a productive and current network of contacts.

  • Periodic assignment as a Crime Intelligence Analyst with respect to special problems and investigations or in respect of ongoing. monitoring of complaints regarding particulars areas or types of activity.
  • Preparing and distributing dissemination reports to support the assigned section’s mandate, as directed.
  • Attend and participate at briefing sessions, management and analyst meetings and seminars as required.
  • Assist in the development, facilitation, and delivery of Crime Intelligence Analyst training. Attend and participate in specialized training relevant to/required by the assigned portfolio.
  • Research new and evolving analytical techniques and software products; provide knowledge updates and technical support to other analysts/software users as required.
  • Serve as a mentor to new analysts and assist in the development of training materials, user manuals, and/or technical documentation.
  • Provide support to end-users by analyzing and resolving technical problems with reports and other analytical products. Attend and actively participate in ongoing court proceedings (provide testimony in court, create/provide analytical products, and meet with Federal and Provincial Crown to ensure successful prosecution) as required.
  • Assess and triage workload daily based on situational and political awareness, accurately assess the urgency of individual tasks, and communicate with/manage the expectations of clients awaiting analytical products.
  • Perform other duties as required or directed.
Statement Of Required Qualifications Education
  • Successful completion of a Graduate Level university degree (minimum five (5) years of post-secondary education) within any of the following disciplines: Criminology, Mathematics, Data Science, Social Science, Geography, or a related discipline; or a Crime Analyst designation through a recognized Education Institution.
  • Relevant equivalent experience in a Crime Intelligence Analysis role may substitute for stipulated education requirements.
Experience Minimum three (3) years relevant experience including:
  • Conducting data analysis leveraging statistical analysis, geographic information systems, relational database management, applied research methods, evaluation of qualitative and quantitative information and critical thinking skills.
  • Technical proficiency with database query techniques, including but not limited to: Structured Query Language (SQL)
  • Experience working with and analyzing large quantities of structured and unstructured data
  • Experience with making evidence-based decisions to inform
  • Experience working with Geographic Information Systems (GIS) software, such as ESRI ArcMap and/or ArcGIS Pro
  • Minimum three (3) years work experience with the majority of work in a public safety, emergency services, police or protective service environment.
Language
  • English – fluency in oral, reading, and writing.
Certifications and Licences N / A In service Training Training will be provided in Crime, Intelligence and Investigative Analysis, Geographic Information Systems and data extraction and analysis as required (Canadian Police College, Esri, GeoTime, International Association of Crime Analysts (IACA), International Association of Law Enforcement Intelligence Analysts (IALEIA)).The following mandatory training and education is provided to all employees of the OPS:

Working knowledge of police-specific software applications including records management systems, computer-aided dispatch (CAD) systems, mugshot systems and / or court systems.Intermediate to advanced level knowledge of relevant computer applications, specifically: relational databases, MS Office 365 (Excel / Access / Outlook / Teams / Word / PowerPoint/ SharePoint) and internet technologies to locate and analyze data or information and prepare coherent reports. Effort and Working Conditions Work is performed in a standard office environment with some adverse working conditions:
  • Very frequent exposure to and analysis of the details of violent/sexual crimes and graphic photos/videos/recordings which may be disturbing in nature.
  • Requires sitting for long hours in an office environment working with computers / monitors.
  • Potential for extended / irregular hours in support of police operations.
The incumbent must be able to manage and prioritize a constantly growing workload that accumulates even during off-hoursThe incumbent must be able to work shifts as designated in the “Hours of Work” section of the .
  • Depending on portfolio assignment, the incumbent may be expected to monitor team correspondence (e.g., team chats, cell phone communications) outside of normal working hours for the possibility of providing immediate assistance with exigent after-hours investigations and operations.
Desired Qualifications
  • Oral, reading, and writing fluency in French or other languages.
  • Project management experience.
  • Experience developing and / or using business intelligence products such as PowerBI.
  • Demonstrated experience in statistical analysis, geographic information systems, relational database management, applied research methods, evaluation of qualitative and quantitative information and critical thinking skills.
  • Experience working in a public safety environment.
  • Certification in Criminal Intelligence Analysis.
