The West Vancouver Bylaw and Licensing Services Department has an opening for a permanent full-time Bylaw and Licensing Clerk. Reporting to the Manager of Bylaw and Licensing Services, this position will be primarily responsible for performing the duties of a Screening Officer, including processing reports and related documents for adjudication under the North Shore Bylaw Notice Dispute Adjudication Registry, representing the District at adjudication hearings, and reviewing, investigating and processing all disputed bylaw notices. This is a front line position requiring contact with the public in person, by telephone or email. Exceptional interpersonal skills are required in order to respond to complex and sensitive situations.

In addition to Screening Officer duties, this position is also responsible for supporting the functions of the Bylaw and Licensing Services Department including but not limited to: performing general clerical duties, receiving and processing business licence applications, dog licence applications, parking tickets, commercial vehicle registration, residential parking permits, and performing accounting functions such as processing invoices, payments, and reconciling accounts.

The preferred candidate will possess thorough knowledge of related municipal bylaws and regulations and sound working knowledge of database programs including Microsoft Office software and Tempest. This position also coordinates with other departments, both internal and external, in the day-to-day operation of the department.

The successful candidate has completed related administrative and computer courses and has experience in recordkeeping including handling and balancing of funds. Direct experience with bylaw enforcement would be considered an asset.

The successful candidates are required to supply an acceptable police information check and a copy of their credentials.

Position Status:
WVMEA (Union) – Permanent Full-Time

Hours of Work:
35 hours per week (hours and days of work may vary)

Rate of Pay:
$32.75 per hour (2025 rates). This position has a pay structure with five steps which increase based on hours completed in the position.
