REPORTS TO: Director of Lands & Environment
ANNUAL SALARY RANGE: $ 76,500 -$ 80,000 depending on Experience and Education
POSITION OVERVIEW
The Resource Planning Team Lead establishes and leads the efficient, timely processing of land, environmental, development, and resource-use referrals for SȾÁUTW̱ First Nation. This position ensures referrals are tracked, assessed, documented, and escalated as needed in accordance with regulatory requirements, funding agreements, and Nation priorities. The role is accountable for workflow coordination, quality control, staff supervision, technical review, and ensuring referrals are evaluated through a SȾÁUTW̱ stewardship and rights-based lens.
The Resource Planning Team Lead works closely with the Lands and Marine Team Leads, other Lands & Environment staff, and community members to maintain accurate records, support review processes, and contribute to the coordination of projects and programs that impact SȾÁUTW̱ lands, waters, and resources.
POSITION SUMMARY
This position provides day-to-day leadership for the Referrals Team and supports coordinated review of referrals, projects, and planning matters that may affect SȾÁUTW̱ lands, waters, rights, title, cultural values, and community interests.
KEY RESPONSIBILITIES
Leadership
- Supervise, mentor, coach, and provide direction to Referrals Coordinators.
- Establish clear roles, responsibilities, workloads, and performance expectations.
- Conduct regular team meetings and workload reviews to monitor priorities, deadlines, and team performance.
- Provide timely feedback, coaching, training support, and professional development guidance.
- Support recruitment, onboarding, succession planning, and cross-training within the Referrals Team.
- Address workplace issues promptly and appropriately while fostering a respectful, collaborative, accountable, and solutions-oriented team environment.
- Ensure staff have the resources, information, and technical support required to complete their work.
Referrals Management
- Receive, log, assign, track, and maintain all referrals related to land development, environmental assessments, permits, and resource use.
- Monitor referral deadlines, follow-up requirements, and departmental procedures to ensure timely processing and response.
- Maintain an organized, up-to-date referrals tracking system to support internal review, reporting, and decision-making.
- Prepare summaries, briefing notes, and documentation to support assessment, response, and escalation of complex or high-risk files.
Project & Program Support
- Coordinate projects and initiatives associated with referrals, land, environmental, and resource-planning programs.
- Collect data, documentation, and supporting materials required for project reporting, presentations, technical review, and decision-making.
- Establish standardized templates and tools to support consistent referral review, tracking, and reporting.
- Review environmental assessment reports and coordinate technical input from biologists, environmental consultants, archaeological staff, and advisors.
- Identify appropriate mitigation, monitoring, and follow-up requirements for referral files and related projects.
- Identify patterns of incremental development and maintain cumulative effects information to support planning and response.
Community & Stakeholder Coordination
- Support communication with SȾÁUTW̱ members, leadership, internal teams, and external stakeholders regarding referrals and project updates.
- Support the Director, Lands Team Lead, and Marine Team Lead on complex consultation matters and referral responses.
- Help ensure community input, traditional knowledge, and cultural considerations are meaningfully incorporated into review processes.
- Respond to general inquiries related to referrals and associated projects under guidance from the Lands and Marine Team Leads.

- Knowledge of land, environmental, or resource management principles is an asset.
- Ability to manage multiple tasks, prioritize work, and meet deadlines.
- Understanding of Indigenous governance, rights, and cultural practices is an asset.
- Proficiency in Microsoft Office; experience with databases or GIS is an asset.
- Ability to supervise, mentor, motivate, coach, and hold staff accountable while building a positive and respectful workplace.
EDUCATION & EXPERIENCE
- Post-secondary education in Environmental Science, Natural Resource Management, Planning, Geography, Indigenous Studies, or a related field; or an equivalent combination of education, training, and experience.
- Leadership or supervisory experience is an asset.
- Experience in administrative support, project coordination, or referrals management is preferred.
- Experience working with Indigenous governments or communities is an asset.
- Understanding of federal and provincial regulatory processes related to land and environmental referrals.
- Valid Class 5 BC Driver’s License.
- Ability to provide a clear Criminal Record Check, including Vulnerable Sector.
WORKING CONDITIONS
- Primarily office-based with occasional fieldwork.
- Use of office equipment, computer systems, and software applications for tracking and reporting.
- Occasional travel for meetings, site visits, or community engagement.
- Occasional evening or weekend work as required.
