General Description:
Mi'kmaw Native Friendship Centre is centrally located in the urban Indigenous community of Halifax and is looking for One (1) Housing Program Manager. This position will be full-time hours Monday- Friday, 9-4 pm. The Program Manager is responsible for overseeing the Mi'kmaw Native Friendship Centre Housing team and managing the programs operations. This role requires that the applicant has extensive experience working within the housing and homelessness sector in the HRM area and is familiar with Income Assistance processes, Children and Family services, Tenancy rights, Correctional services, Addiction and Mental Health programs, and Indigenous support services. Experience supervising a team and managing complex cases is a requirement to be considered for this position.
Key Responsibilities:
- Record and organize client data to adhere to funding requirements and track program progress and challenges. This includes tracking and recording client outcomes for multiple funding streams and compiling quarterly reports.- Manage case conferencing for the housing team and use a collaborative approach to work through complex cases.- Develop program policies to meet the needs of the Indigenous community experiencing homelessness while prioritizing the confidentiality and dignity of all clients.- Track program budget and spending to ensure that the housing team is meeting their targets and recording all expenses.- Organize programming and events to support the wellbeing of staff and service users to access culturally safe support.- Attend meetings outside of the Mi'kmaw Native Friendship Centre to advocate for Indigenous housing and build community partnerships.- Managing a team of up to 16 housing staff.
- Maintaining accurate and comprehensive documentation regarding all interactions with clients. Documentation must be in accordance with agency standards, and adhere to funder requirements.- Working co-operatively as part of an inter-professional housing team. Team expectations include: regular meetings, planning events, team debriefing, and other related activities.
Qualifications
Education
2 year diploma/ certificate or equivalent in the field of social services.
Mental Health first aid, ASIST, NVCI training is an asset.
Candidate without a diploma but who have post-secondary education and relevant related experience will also be considered.
Skills, Abilities and Attitudes
- Knowledge of Indigenous trauma informed practices- Experience with de-escalating situations and offering crisis support- Be an informed advocate and ally of the Indigenous community- Familiarity with policies pertaining to Income Assistance, Disability Support, and Tenancy rights- Have a non-judgmental attitude and knowledge of harm reduction principles- Knowledge of community resources for food support, addiction services, counselling and cultural supports- Experience using Excel to track budget and program outcomes.- Investment and enthusiasm to work towards ending homelessness
Experience and Knowledge
- At least three years' experience in delivering community based services within the housing field.- Knowledge of systems and colonizing structures that are perpetuating barriers to obtaining and maintaining safe housing for Indigenous peoples.- Experience working with clients with comorbidities and knowledge of risks factors associated with Indigenous persons.- Knowledge of family violence, safety planning, and practices associated with human trafficking.- Excellent knowledge and understanding of poverty related issues, trends, and services particularly within, but not limited to the urban Indigenous population is essential.- Must have a valid Driver's License and reliable vehicle as local travel on behalf of clients and the agency is required.
