TEAM MANAGER, FINANCIAL PLANNING

Location: OCDSB Administration Building; 133 Greenbank Road, Nepean ON
Position Status: 1.0 Regular Full-time, 12 Month Work Year
Hours of Work: Monday to Friday, 35 hours per week
Affiliation: Union-Exempt
Salary Range: $117,995 to $138,845 per annum (Level 9)

Job Summary

Reporting to the General Manager of Finance, and working with internal and external partners, the Team Manager of Financial Planning oversees the support and delivery of financial planning activities. Responsible for planning, developing and reporting on the Board’s annual budget; managing the chart of accounts; supervising and directing staff; ensuring ERP systems are operating as intended for the assigned portfolio, and interpreting and implementing regulations, policies and procedures.

Key responsibilities include but are not limited to:

• Leads annual budget development, compensation modeling, cost allocation and management, and financial forecasting while maintaining the District's chart of accounts and budget ledger.
• Participates in annual consolidated financial statement audits, manages specific grant reporting, overseas actuarial valuations, and enforces internal controls.
• Prepares and presents financial reports, forecasts, and Ministry filings (via EFIS) at public meetings to trustees, community stakeholders, and Ministry officials.
• Partner with ERP teams to manage financial software enhancements, implement new reporting tools, and update business processes in line with changing guidelines and legislation.
• Directs the Financial Planning division; hiring, mentoring, appraising staff, and aligning team workflows with District goals and Ministry requirements.
• Collaborates across departments, union representatives, vendors, and external groups to cost collective bargaining proposals, resolve cross-functional issues, and present business cases.

Qualifications

• Post-secondary degree or diploma in Business Administration or a related field. Eight (8) years of experience working in a complex accounting environment, including 4 years in a supervisory role. An equivalent combination of education and experience may also be considered.
• Chartered Professional Accountant (CPA) designation is required.
• Knowledge of Acts and Regulations governing the financing of public education in Ontario as well as accounting practices/principles, compensation analysis and trends particularly as they relate to the education sector.
• Knowledge and use of enterprise resource planning (ERP) systems; including designing and implementing business processes and internal controls.
• Managerial skills, including hiring, directing and evaluating staff; demonstrates leadership for leading, coaching and motivating teams and goal setting.
• Exceptional written and verbal communication skills, with a proven ability to consult, convey complex information clearly, and build strong interpersonal relationships across diverse stakeholders.
• Ability to use tact and diplomacy.
• Oral communication skills for making presentations, in a large or small group setting.
• Organizational skills, as well as time management techniques for organizing and planning work/projects; juggling multiple demands and working within short and conflicting deadlines.
• Project management skills, including analytical and problem-solving skills; Significant judgment for making decisions, resolving problems and conflicts.
• Demonstrates analytical skills, attention to detail and accuracy.
• Advanced proficiency in Google Workspace and Microsoft Office Suite, including spreadsheet, database, accounting and other software applications.
