About Our Opportunity

The Nova Scotia Department of Finance and Treasury Board is seeking an experienced professional as a keymember of its Liability Management and Treasury Services (LMTS) team. Reporting to the Managing Director, theDirector, Cash Management and Banking Services will draw on their treasury management, capital markets, assetmanagement experience and expertise to collaboratively develop, recommend and to implement comprehensivestrategies and policies for treasury services, managing and overseeing the cash management and bankingservices functions within LMTS, on behalf of broader Government. The incumbent provides leadership to thecash management and banking services team, developing comprehensive banking and cash managementpolicies and procedures.

The Director is responsible for day-to-day operations including accurate cash forecasting, effective bankingservices, and an optimal money market program. The incumbent determines, analyzes, and manages financialand operational risks related to cash management and banking services ensuring operations are effective andwell controlled. The Director strategically negotiates and manages banking and merchant agreements whileassessing partnership results.

The position provides on going advice, leadership, and technical authority to government entities with respect tocash management and banking services. Through in-depth knowledge of banking, capital markets and treasuryoperations, the Director modernizes operations and capitalizes on acceptable opportunities.

Primary Accountabilities

Some of the key responsibilities in this role include:

• Lead and oversee cash management and banking operations, ensuring effective stewardship of public funds, strong internal controls, and alignment with debt management strategy. Develop policies, procedures, and reporting for senior leadership and oversight bodies.
• Direct cash flow forecasting and liquidity management, including daily, monthly, and annual projections. Oversee efficient movement of funds, payments, and treasury systems while ensuring sufficient liquidity to meet operational and debt obligations.
• Manage short-term investment and borrowing programs, including money market, fixed income, and foreign exchange transactions. Assess and mitigate financial risks to optimize returns and maintain stability.
• Oversee provincial banking services, including negotiating and managing banking and merchant agreements.Drive efficiencies, optimize banking structures, and ensure high-quality, cost-effective services.
• Build and maintain strong relationships with internal stakeholders, financial institutions, and regulatorybodies. Monitor market trends and identify opportunities to enhance treasury operations and manage risk.
• Provide strategic guidance and technical expertise on cash management and banking services acrossgovernment, supporting modernization initiatives and risk management.
• Lead, develop, and support a high-performing team, fostering an inclusive, engaged workplace aligned withcorporate HR practices.
• Support special projects and provide senior-level financial expertise as required.

Qualifications And Experience

This may be the right opportunity for you if you have a university degree in a relevant discipline (e.g., Finance, Commerce, Economics, Accounting,) along with additional education, such as, CFA, MBA, or Masters degree in a relevant discipline) and seven years of related experience. Several years of progressive leadership experience, with a minimum of 5 years in a professional/ management role is required. An acceptable equivalent combination of education, training and experience may be considered.

As the ideal candidate you possess a specialized knowledge and experience in capital markets and banking industries. You will have relevant work experience in treasury/banking services (e.g PCI Standards), debt management and/or investment/corporate banking and experience with enterprise resource planning systems (i.e. SAP). You have excellent quantitative, analytical, financial modelling, and problem-solving skills with the proven ability to formulate and implement investment, debt and cash management strategies that contribute to objectives. You have the ability to work collaboratively with a team to deliver quality outputs in a fast-paced environment. You will have excellent interpersonal skills and ability to cultivate key partnerships and work collaboratively with internal and external stakeholders.

You possess exceptional communication skills (written and verbal) with a proven ability to build and maintain relationships. You have a strong attention to detail, with a demonstrated history of providing accurate information and sound advice.

Working Conditions

Normal work week is 35 hours/week, 7 hours/day.

May be required to work overtime on occasion.

Pay Grade: LM 07

Salary Range: $4,359.88 - $5,449.82 Bi-Weekly
