Full-Time Board Member

The New Brunswick Energy & Utilities Board (NBEUB) is an independent, quasi-judicial tribunal responsible for regulating a diverse range of industries and utilities, based in Saint John with an office in Fredericton. Its mandate is grounded in procedural fairness, transparency, and sound decision making. The Board derives its authority from several provincial statutes, including the: Energy and Utilities Board Act, Electricity Act, Gas Distribution Act, 1999, Pipeline Act, 2005, Petroleum Products Pricing Act, Motor Carrier Act, Motor Vehicle Act, Financial and Consumer Services Commission Act and the Mining Act.

The Board oversees electricity transmission and distribution, natural gas distribution, pipelines, and the motor coach industry. It also administers weekly petroleum product pricing and conducts periodic margin reviews. Since 2023, the Board has additionally served as the adjudicative body for matters under the Financial and Consumer Services Commission Act and performs adjudicative duties under the Mining Act.

The NBEUB is seeking an exceptional professional to join its panel of full-time Board Members. This is a rare opportunity to contribute meaningfully to the province’s economic, energy, and consumer protection landscape by serving as an independent, quasi-judicial decision-maker. Supported by a highly skilled professional staff, Board Members lead hearings, evaluate complex evidence, and issue well-reasoned decisions that uphold legislative intent and the public interest.

Board Members serve as impartial adjudicators responsible for leading fair, accessible, and well-managed regulatory proceedings. They preside over oral, written, and hybrid hearings; prepare thoroughly by reviewing records and evaluating the relevance and reliability of evidence; question witnesses and participate actively in deliberations; and contribute to clear, well-reasoned decisions grounded in legislation, regulation, and jurisprudence. Board Members must manage complex, data-intensive materials, support continuous improvement of tribunal processes, and collaborate with expert advisors to ensure consistent and fair interpretation of legislation. Full-time Board Members are appointed by the Lieutenant Governor in Council for ten-year terms.

The ideal candidate brings a blend of legal, regulatory, analytical, and leadership expertise, along with a commitment to principled decision making with an undergraduate degree in law, economics, engineering, finance, business, or a related field. An advanced degree or professional designation (LLB, P.Eng., CPA, etc.) is a strong asset as is the ability to communicate in both English and French.

Candidates should bring substantial senior-level experience in fields such as litigation or administrative law, adjudication or tribunal work, energy regulation or utility operations, economic or financial analysis, or public sector governance and regulatory policy. They must have exceptional analytical and critical thinking skills to assess complex issues and expert evidence. They must be highly self-directed, organized, and capable of managing substantial workloads independently, while also communicating clearly and persuasively in both written and verbal forms. They must demonstrate sound judgment, strong leadership, and the ability to navigate complex, high-stakes environments with confidence and integrity.
