Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.

What you will do

The Public-Private Partnerships (P3) Management Branch provides administrative and performance oversight of New Brunswick’s three Public Private Partnership Highway Operators. This includes conducting regular audits to ensure compliance with contractual requirements related to quality, safety, environment and other performance standards.

Reporting to the Operations, Maintenance and Rehabilitation (OMR) Engineer, the successful candidate will be responsible for the following:

• conducting field audits to verify that the Operator is in full compliance with the Project Agreement’s established standards;
• verifying Operator’s adherence to established project standards by conducting field audits of performance in summer maintenance, winter maintenance and highway rehabilitation activities.
• auditing the Operator’s adherence to traffic control, safety protocols and environmental standards.
• ensuring that identified defects are corrected within prescribed timeframes;
• documenting deficiencies identified and preparing detailed audit reports;

Work environment

• Office location: 440 King Street, Fredericton or 46 Toombs Street, Moncton.
• Open office layout.
• Standard hours of work: Monday – Friday.

• Some travel within the province will be required.

Essential Qualifications

Engineering and Field Level VI

• A two (2) year post-secondary diploma in a Civil Engineering Technology program with a minimum of five (5) years of related work experience.
• Must be a member, or be eligible for membership, in the New Brunswick Society of Certified Engineering Technicians and Technologists (NBSCETT) or Registered as a Certified Engineering Technicians and Technologists with a Canadian regulatory body.
• Valid Class 5 driver’s license as issued by the Province of New Brunswick.

If there are no applicants with the above essential qualifications, we may consider applicants with the following qualifications and appoint at a lower classification

Engineering and Field Level V

• A two (2) year post-secondary diploma in a Civil Engineering Technology program with a minimum of four (4) years of related work experience.
• Must be a member, or be eligible for membership, in the New Brunswick Society of Certified Engineering Technicians and Technologists (NBSCETT) or Registered as a Certified Engineering Technicians and Technologists with a Canadian regulatory body.
• Valid Class 5 driver’s license as issued by the Province of New Brunswick.

Engineering and Field Level IV

• A two (2) year post-secondary diploma in a Civil Engineering Technology program with a minimum of three (3) years of related work experience.
• Must be a member, or be eligible for membership, in the New Brunswick Society of Certified Engineering Technicians and Technologists (NBSCETT) or Registered as a Certified Engineering Technicians and Technologists with a Canadian regulatory body.
• Valid Class 5 driver’s license as issued by the Province of New Brunswick.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required. Please state your language capability.

• Applicants must clearly demonstrate the essential qualifications to be given further consideration.

Asset Qualifications

• experience in auditing;
• understanding of highway construction and/or maintenance concepts;
• ability to understand complex legal agreements;
• knowledge of Health and Safety Procedures.

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY

Engineering and Field Level VI: $2,126.00 to $2,671.00 bi-weekly, based on 36.25 hours per week

Engineering and Field Level V: $1,935.00 to $2,434.00 bi-weekly, based on 36.25 hours per week.

Engineering and Field Level IV: $1,763.00 to $2,211.00 bi-weekly, based on 36.25 hours per week.
