Human Resources /Environmental Health & Safety Coordinator

Halton District School Board

M.A.S.S. Notice of Permanent Vacancy Position: Officer - Health and Safety Salary Range: $77,391.00 - $92,291.00 - Band 5Location: J.W. Singleton Education CentreWork Schedule: 35 hours/week, 12 months a yearEffective Date: Effective immediately

Position Summary:Under the direction of the Supervisor, Health & Safety, the Health & Safety Officer assists in the implementation of the accident prevention and safety awareness programs for the Board. The position investigates occupational hygiene and ergonomic issues, conducts accident investigations, investigates work refusals and complaints, develops, delivers and coordinates various safety training initiatives to staff, liaises with the Board’s Joint Health & Safety Committees and various administrative staff. The Health & Safety Officer will champion a preventative safety culture.

The HDSB follows a Work from Home Administrative Procedure. In accordance with this Administrative Procedure and with the approval of the immediate supervisor, employees who work at HDSB administrative sites may work from home for up to 50% of their regularly scheduled hours. Work from Home arrangements may change based on the future needs of the Board.

Key Responsibilities

Investigation

Inspects and evaluates workplace environments, equipment and practices to ensure compliance with safety standards and government regulations with using a trauma-informed approach

Initiates corrective actions and follow-up to ensure actions have been completed

Investigates and advises on health related complaints such as indoor air quality, mould and electromagnetic frequency, the adequacy of ventilation, exhaust equipment, lighting and other conditions that could affect worker health, comfort or performance

Reports and investigates critical injuries and occupational illnesses to the Ministry of Labour Immigration, Training and Skills Development, JHSC and respective union representatives

Investigates ergonomic complaints related to musculoskeletal disorders

Investigates public health issues and reports of occupational illness

Investigates curriculum related safety concerns

Conducts elementary science and technology program inspections

Research & Interpretation

  • Researches, interprets and advises on the application of the Occupational Health and Safety Act, Fire Code, Electrical Code, Building Code, Health Protection and Promotion Act and other relevant legislation and industry standards
  • Researches and interprets the National Standard of Canada for Psychological Health and Safety in the Workplace (CSA Z1003)
  • ( Advise on the scope of work documents for quote, tender and proposals for safety-related programs and projects (e.g.. curriculum specific safety inspections, guarding, emergency systems, etc)
  • Managing hazardous waste disposal scheduling, RPRA and Transport Canada registrationAdvises Program Services Dept staff on curriculum-based health & safety matters (eg. guarding, e-stops, chemicals, training)
  • Maintain approved chemical lists and SDS database

Training & Assessments

Conducts safety training and education programs to demonstrate the use of safety equipment such as EVAC chairs for physically disabled students and employees, eyewash stations, deluge showers, fume hoods

Assists in the coordination of programs aimed at educating workers about hazards in the workplace (eg. Slips, trips and falls)

Conducts ergonomic workstation assessments and recommending changes to ensure MSD prevention

Conducts fit testing of personal respirators and provides instruction on proper use and care of personal protective equipment (eg. gloves, respirators, masks, protective clothing, hearing protection)

Conducts JHSC basic certification training and evaluation

Health & Safety Resource

Liaises with managers, supervisors, Instructional Program Leads, employees and external agencies to ensure compliance with legislation

Acts as a health and safety resource and coach to the Joint Health and Safety Committees and Instruction Program Leads

Conducts comprehensive ergonomic assessments to optimize safety, to identify risks for musculoskeletal disorders, and recommend corrective measures

Participates in Ontario Association of School Business Officials (OASBO) and other safety groups to share information and best practices

Keeps up to date with new legislation and maintains a working knowledge of all applicable legislation and developments that affect education

Liaises with government authorities regarding health and safety issues and concerns to ensure the Board is compliant with mandatory regulations

Leads and provides safety expertise, direction and guidance using a trauma- informed approach during work refusal investigations to support resolution

Assists in the development/implementation/monitoring of proactive accident prevention programs

Updates and develops training materials and presentations (eg. workplace inspection training, WHMIS, LOTO)

Analyzes injury statistics to determine trends and areas of concern (eg. increase in Slips, trips and falls, aggression, musculoskeletal disorders, etc.)

Develops safety related materials and resources

Provides technical expertise in the development and review of curriculum safety documents and approved chemical lists

Qualifications

Minimum Requirements

Degree in Occupational Health and Safety; or a degree in a related discipline along with a diploma or certificate in Occupational Health and Safety,

A CRSP, CRST, ROH or CIH designation or working towards a designation

Minimum of 3 years experience in a role with significant responsibilities for worker health and safety related work experience

Extensive knowledge and experience with the application of health and safety legislation (OHSA, Environmental and Public Health legislation, Building Code, FIre Code, Electrical Code and other relevant legislation) and industry standards and best practices

Psychological Health & Safety training

Ergonomic training/evaluator/coaching experience

Experience working in a unionized

Experience providing training to adult learners

A valid driver’s licence and use of a personal vehicle required

Other duties as assigned

Preferred

  • 4 years of related experience, in the education sector
  • 4 years of experience working in a unionized environment
  • Excellent organizational, written, interpersonal time management and presentation skills.
  • Ability to effectively manage conflict
  • An understanding of all major software application in the MS Office and Google environments, eBase,
