Senior Program Coordinator - Full Time / À Temps Plein

We are seeking a highly accomplished Senior Program Manager for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier leadership capacity within the Information Technology and Information Management streams, specializing in directing large-scale, complex healthcare I&IT programs from concept through to operational transition and closure.

As a principal program authority, you will bridge the gap between strategic business objectives, complex data engineering, analytics frameworks, and executive stakeholder networks. Operating entirely onsite, you will manage large program budgets with high fiscal accountability, direct multidisciplinary matrixed teams, and establish robust governance models. This role demands an expert who can confidently cultivate consensus among diverse stakeholder networks, navigate formal public sector approval channels, and implement structured change management strategies to drive platform adoption and continuous process optimization.

Contract Duration: 12 months (with potential for extension)

High-Impact Healthcare Scope: Lead high-visibility, complex public healthcare technology programs, driving modern platform adoption, analytics enablement, and data pipeline delivery.

Strategic Planning & Delivery Governance

Document, manage, and maintain comprehensive, integrated program plans outlining objectives, delivery milestones, multi-layered dependencies, scope boundaries, budget assumptions, and operational readiness activities.

Manage day-to-day delivery coordination across cross-functional business, data engineering, analytics, architecture, privacy, security, vendor, and operational teams to achieve targeted data outcomes.

Establish and execute formal stakeholder engagement frameworks, integrated communication paths, and corporate governance plans.

Develop, monitor, and maintain delivery performance measures and KPIs to track platform adoption progress and capture continuous improvement opportunities.

Risk Management & Operations Leadership

Document, manage, and track integrated program risks, issues, assumptions, decisions, and internal/external dependencies across component projects.

Facilitate regular risk and dependency reviews alongside project squads to isolate environment blockers, formulate mitigation strategies, and prepare executive status reports.

Ensure program delivery is cost-effective, efficient, and fully compliant with established public sector I&IT project methodologies, standards, and gating frameworks.

Direct, manage, and coordinate multidisciplinary teams and matrixed resources across platform adoption, data pipeline delivery, analytics enablement, and operational readiness.

Supervise the development and communication of program-related updates, governance materials, briefing notes, and executive presentations.

Change Management & Enablement

Lead tailored communication and change management strategies to manage operational impacts, overcome resistance, and support the adoption of new delivery practices.

Resolve resource constraints and interpersonal conflicts, negotiating changes to resourcing to ensure project objectives are met in a timely manner.

Promote information technology standards and best practices for program management to facilitate control of system quality and optimize resource utilization.

Core Requirements & Public Sector Experience

Professional Program Tenure: 10+ years of progressive experience successfully managing complex I&IT programs within the public sector or Broader Public Sector (BPS) environment.

Healthcare Domain Expertise: In-depth knowledge and hands-on experience delivering large, complex public sector health-related IT projects and programs.

Deep theoretical and practical handling of project and program management methodology, standards, and techniques (PMI, PMBOK, and public sector I&IT methodologies).

Clear understanding of public sector policy, IT project approval processes, enterprise architecture standards, and formal gating requirements.

Superior knowledge of current and emerging concepts in evaluation, including project design, data collection, data profiling analysis, interpretation, and executive reporting.

Solid working knowledge of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulatory design standards.

Technical & General Program Management Capabilities

Proven background gathering business and technical requirements to create and maintain highly detailed, integrated program schedules.

Advanced Fiscal Control: Extensive experience effectively managing large project budgets, demonstrating high fiscal control and accountability covering estimates, cost forecasting, and financial reconciliation.

Strategic Stakeholder Synthesis: Outstanding background directing stakeholder consultation, consensus building, and facilitating formal steering committees and executive forums.

Risk & Change Governance: Exceptional capability to proactively identify potential risk events before they occur, articulate escalations at the senior executive level, and deploy change management models through all project phases.

Information Management: Foundational understanding of Information Management principles, concepts, policies, and practices.

Excellent written and verbal communication skills, demonstrating absolute confidence when presenting complex data trends and strategic alignments across all levels of the organization.

Superior critical thinking, analytical reasoning, and strategic planning skills to find innovative ways to resolve unique program roadblocks.
