Major Responsibilities: 

As part of the Program Delivery section, the Program Manager(s) will play a key role in advancing priority actions from the TransformTO Climate Action Strategy and the Net Zero Existing Buildings Strategy in support of Toronto's net zero by 2040 goal. In this role, the Program Manager will be responsible for managing a variety of programs and projects to support the implementation of environment and climate initiatives, strategies and policies primarily related to the decarbonization of buildings.  

 

The Program Manager will also provide in-house expertise in the field of building science, building energy performance and retrofits, new green developments, emissions reductions strategies, low carbon building technologies and climate equity, and demonstrate strong knowledge of applicable legislation, codes, acts, and best practices supporting climate action and the decarbonization of the building sector.  

 

In addition, the Program Manager will: 

• Leads the development and implementation of strategic programs, initiatives, policies and regulations that support advancement of City Council directives including initiatives related to emissions performance standards, building decarbonization, retrofits and other key actions identified in the TransformTO Climate Action Strategy and the Net Zero Existing Buildings Strategy. 

• Provides senior management with timely, comprehensive updates and reports identifying project objectives, progress, outcomes, and changes, and makes recommendations on corrective actions as needed. 

• Aligns the objectives and practices of multi-disciplinary, cross-functional teams to achieve divisional and corporate goals and objectives. 

• Prepares and delivers briefings to senior management, drafts staff reports and presentations for management review and submission to City Council and its Committees, and drafts correspondence for a variety of audiences. 

• Develops business cases, project charters, work plans and standard documents to support priority setting and strategic planning for the assigned programs and projects. 

• Leads the procurement of products and services, including managing Requests for Proposals (RFPs) and Requests for Quotes (RFQs), following the City's purchasing policies and procedures. 

• Maintains and analyzes information and data required to report on policy and programmatic activities specific to building decarbonization and compliance. 

• Supports business and service improvements, change management, and achievement of operational excellence at the corporate and divisional level. 

• Ensures project expenditures are controlled and maintained within approved budget limitations, adhering to and following all City financial procedures and controls. 

• Prepares comprehensive reports and papers for presentations to senior management, standing committees, and Council. 

• Motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others. 

• Conducts engagement with a range of community or business interest holders, including the broader public, relying on strong social and political acumen to foster collaboration and support to effectively deliver key initiatives and reach positive climate outcomes. 

• Conducts research into assigned area and identify developments within the field, including initiatives by other levels of government, other municipalities, and organizations, as well as emerging research and evidence-based advice from the academic community, along with corporate policies, practices, and legislation.   

• Builds and maintains strong and cooperative working relationships with City Divisions, Agencies, Corporations and external communities, such as non-governmental organizations, industry associations, building owners and managers, business groups, and other levels of government, grant organizations, academic institutions and community-based groups. 

 

Key Qualifications: 

1. Post-secondary education in a relevant discipline such as Environmental Studies, Engineering, Public Administration/Policy or the equivalent combination of education and/or experience. 

1. Considerable experience in the development and implementation of environment and climate public policy and programs with a focus on building decarbonization. 

1. Considerable experience conducting technical analysis and studies, preparing comprehensive staff reports, briefing notes, business cases, and/or developing strategic recommendations 

1. Considerable experience leading multiple projects and programs involving multiple interest holders with the ability to manage competing priorities in a deadline driven environment. 

1. Advanced leadership skills with the ability to coach, hold accountable, mentor, engage and motivate staff. 

1. Considerable experience designing and delivering internal and external consultation processes to inform policy and program development, including meeting facilitation, survey design and deployment and online engagement. 

1. Ability to clearly articulate public policy goals and objectives to all levels of government and the public. 

1. Excellent oral and written communication skills with the ability to communicate with all levels of management, internal/external clients, divisional and corporate staff, including the ability to write concise reports, executive summaries and prepare and deliver presentations with attention to detail. 

1. Highly developed interpersonal and relationship building skills with the ability to liaise effectively with staff, City divisions, outside agencies and other levels of government, non-governmental organizations, business community and the public. 

1. Excellent decision, analytical and critical thinking skills to evaluate and make recommendations to senior management. 

1. Knowledge of the City of Toronto government structure, policies and decision-making processes is an asset. 

1. Ability to evaluate, quantify where possible and document the environmental impacts (e.g. building emissions) and outcomes of program, policy and regulatory activities.
