The Department of Education and Early Childhood Learning is seekling a qualified candidate for the role of Investigator.

Working under the authority of The Education Administration Act and in accordance with established rules of practice and procedure, the incumbent reviews and triages reports and complaints to the Commissioner of Teacher Professional Conduct and conducts investigations that fall within the Commissioner’s jurisdiction.
The incumbent acts as the principal investigator to conduct complex investigations into allegations of teacher misconduct and incompetence. This includes triage, assessment and prioritization of allegations, investigation planning, execution and independent development of findings. Post-secondary education in social sciences, law, human resources, or related discipline and work experience leading complex and sensitive investigations. An equivalent combination of education, training and extensive related work experience may also be considered.
Work experience conducting in-depth investigations and investigative interviews, including expert knowledge of investigation best practices and rules of evidence, preferably with experience conducting investigations involving allegations of sexual, physical, and/or emotional abuse or mistreatment.
Experience interpreting and applying policy, regulations and/or legislation preferably related to investigations such as The Education Administration Act, The Freedom of Information and Protection of Privacy Act, etc.
Work experience working with vulnerable populations and detailed knowledge of trauma informed practices as they relate to investigations.
Strong interpersonal skills to develop and maintain effective working relationships with various parties such as legal counsel, personnel of various government departments, and sector partners, including school divisions and other employers of certified teachers, and the ability to navigate sensitive issues with tact and diplomacy.
Ability to provide strategic advice to senior leaders on complex topics and sensitive issues and to analyze evidence with a level of dispassion to ensure procedural fairness and avoid rushing to judgement.
Excellent written communication skills including experience writing a variety of documents including decision making documents and correspondance.
Excellent verbal communication skills with the experience to conduct interviews in-person and over the phone or virtual platforms and the ability to give testimony in quasi-judicial hearings.
Experience working with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint and Teams) or similar software applications.

Ability to read, write, and verbally communicate in French.

Must be able to provide and maintain a satisfactory Child Abuse Registry Check
Must be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
Ability to work overtime, including evenings and weekends as required
Ability to travel throughout the Province of Manitoba with possible overnight stays as required
Must possess and maintain a full class 5 Manitoba Driver's license
