As the Infrastructure Services Capital Portfolio Advisor, you will support the maintenance of a balanced capital portfolio management plan and provide financial guidance that adheres to City policies and best practices for project management. You will play a critical role in supporting the Portfolio Management and Stage Gating processes, providing guidance to Project Managers with submissions and coordinating meetings as a part of portfolio management. Review and compile information related to capital budgets to inform the development of 4-year capital infrastructure investment plans, budget setting, and ensuring balanced funding to meet existing and new infrastructure/service needs.
Monitor the progress of capital infrastructure projects against the investment plan, identifying variations and initiating budget reallocations to ensure adequate project funding.
Organize Capital Portfolio Management Committee meetings, documenting and communicating Committee decisions to Project Managers and the Project Controls team with accuracy and consistency.
Work with Project Managers and Committee members across the corporation to provide guidance by ensuring alignment to policies/standards and Council-approved capital infrastructure investment plan and budget.
Compile and present financial information related to capital budget, project expenditures, contingency funds, and forecasts, to support informed decisions and highlight budgetary risks.
Review the stage gating practices, processes, and procedures, identifying continuous improvements to realize efficiencies.
Generate consolidated reports on capital portfolios, programs, and projects, ensuring accurate, timely, and complete data-driven decision-making.
Conduct in-depth financial and data analysis on capital budgets to identify variances, resolve reporting inconsistencies, and ensure data accuracy in collaboration with internal teams.
A degree in Business, Commerce, or a related discipline, with at least 3 years of related experience such as capital reporting, coordination, and budget analysis.
Strong working knowledge of cost management systems, project management practices, and project reporting databases is essential.
Proficiency in Microsoft Office (Word, PowerPoint, and Excel) and experience with relevant dashboards and project management tools will be considered an asset.
Experience using PeopleSoft Financial Supply Chain Management (FSCM) software, Program and Project Management Tool (P2M), Power BI, and SharePoint will be considered an asset.
This position may be eligible to work from home on a hybrid schedule as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
