About the Opportunity

Reporting to the Zone Manager, Emergency Preparedness, the Emergency Preparedness Consultant coordinates activities within the designated zone related to emergency planning and response. The Consultant will also coordinate education & training, emergency exercising, emergency planning, response (including the support of an Incident Management Team) and continuity planning. The Consultant works under the authority of the manager and is responsible for developing, implementing, maintaining and evaluating all components of a comprehensive and provincially integrated emergency preparedness program. The Consultant will work with the Emerging and Re‑Emerging Infections Network (ERIN) on outbreak and pandemic planning.

Responsibilities

• Develop, implement and maintain emergency preparedness plans, procedures, protocols and guidelines.
• Implement and support an Emergency Exercise Program (e.g., HSEEP through FEMA).
• Coordinate emergency exercising and response activities, including supporting an Incident Management Team.
• Develop and maintain Business Continuity Plans/Continuity of Operations Plans, procedures, protocols and guidelines.
• Deliver training and education to adults on emergency and continuity issues.
• Engage in intergovernmental relationships and strategic partnerships.
• Plan, organize, and direct the testing of emergency response, recovery support, and business resumption procedures.
• Provide leadership during emergencies with confidence, patience and integrity.

Qualifications

• University Degree in Emergency/Disaster Management or an Advanced Diploma in Emergency Management with relevant continuing education, training and progressive leadership experience.
• Three (3) years of recent related experience in Emergency Management program development and implementation, and Business Continuity Program implementation.
• Experience delivering training and education to adult audiences.
• Experience with an Emergency Exercise Program (e.g., HSEEP through FEMA).
• Experience in intergovernmental relationships and strategic partnerships.
• Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) designation, or commitment to obtain it within a specified timeframe.
• Professional certification in Business Continuity Planning/Continuity of Operations Program an asset.
• Strong written and verbal communication, collaboration and coordination skills.
• Strong project management, critical thinking and problem‑solving skills.
• Ability to work positively in stressful situations.
• Proficiency with Windows, Microsoft Office, Internet and electronic email.
• Valid driver’s license, reliable vehicle, and willingness to travel to various sites.
• Preference for candidates who live in Cape Breton, preferably in the Cape Breton Regional Municipality.
• French language competency is an asset.

Hours

Permanent full‑time position; 75 hours biweekly.

Compensation & Benefits

• $39.29 – $49.12 hourly.
• Eligible for benefits package including health, dental, travel, long‑term disability, life insurance coverage and a defined benefit pension plan.
