Alberta Teaching Profession Commission
The Education Act provides the statutory authority for the Alberta Teaching Profession Commission and the appointment of an arm's length Commissioner to oversee teacher and teacher leader conduct and competency complaints for the profession. This process applies to all teacher and teacher leaders under the Education Act (the Act).
The Commission oversees a new model, which came into force on January 1, 2023, for teacher and teacher leader disciplinary matters that brings Alberta in line with best practices used in comparable provinces and other regulated professions. The new Commission protects students and enhances accountability and transparency for disciplinary matters as a regulated profession.
Role Responsibilities
Reporting to the Director, Professional Assurance, this position is accountable for providing provincial expertise and specialized advice, consultation, and support for professional discipline matters for all Alberta-certificated teachers and teacher leaders. This position directly supervises Professional Assurance Officers (PS4) staff.
Representing the interests of the Commissioner, Alberta Teaching Profession, in addressing complaints of alleged unprofessional conduct and professional incompetence filed against Alberta certificated teachers and teacher leaders in accordance with the code of professional conduct and teaching quality standards for the profession, and determining the appropriate course of action to take regarding complaints in accordance with legislation.
The position helps ensure accountability in matters of professional discipline, so Alberta has excellent teachers and teacher leaders in the early childhood to grade 12 education system.
The position provides leadership and assumes responsibility in ensuring complaints of alleged unprofessional conduct and professional incompetence filed against Alberta certificated teachers and teacher leaders are properly addressed using a legislated process established, to ensure the Commissioner's interests are appropriately considered and represented. The position is responsible for leading operations related to conducting preliminary inquiries, assessing completed investigation reports, drafting decisions for consideration by the Commissioner, representing the Commissioner at hearings and appeals and preparing consent resolution agreements. The incumbent will be involved in other projects and initiatives, and have additional responsibilities as operationally required.
As a Professional Assurance Manager, the incumbent is required to demonstrate a high degree of discretion, neutrality and confidentiality. The incumbent is required to manage a large caseload, navigate complex and nuanced issues, and work within strict guidelines and timelines. The Manager will receive and provide ongoing feedback to ensure legislative, legal and procedural compliance of their work, and the work of their team. The Commissioner for the Alberta Teaching Profession Commission is the decision maker on all files.

Key responsibilities include:
- Provide leadership and support to a team of Professional Assurance Officers, and assume responsibility in ensuring complaints of alleged unprofessional conduct and professional incompetence filed against Alberta certificated teachers and teacher leaders are properly addressed.
- Analyze allegations in complaints of alleged unprofessional conduct and professional incompetence for teachers and teacher leaders.
- Prosecute/present cases of alleged unprofessional conduct and/or professional incompetence involving teacher and teacher leaders to discipline committees (tribunals).
- Represents the Commissioner in legal depositions for cases of professional discipline involving Alberta certificated teachers and teacher leaders.
- Provide leadership and support in provincial level expertise in responding to inquiries from school authorities and stakeholders, building an understanding of their legislated obligations to report and address professional discipline matters. Assist in the development and implementation of operational and strategic planning for the Alberta Teaching Profession Commission with a focus on advancing organizational priorities.

- Resolving disagreements and conflict using well-developed mediation, negotiation, and consensus building techniques.
- Identifying and promoting best practices in the area of teacher discipline matters.
- Ability to understand, anticipate and be responsive to the needs/expectations of internal and external clients.
- Ability to set boundaries and convey neutrality with parties requesting assistance. Ability to provide effective cover off, of branch operations in the absence of the Director when required.

Qualifications
A university graduation in a field related to the position assignment, supplemented by six years related experience. Related experience or education may be considered as an equivalency on a one for one basis. A graduate level degree is considered a strong asset.
The position requires expert knowledge and thorough understanding of:
- Managing and leading teams in a unionized workplace.
- Administrative law, natural justice and regulated professions.
- Exceptional skill in problem solving and writing, combined with advanced analytical skills to define complex and diverse problems, and develop appropriate actions for consideration.
- Working within operational policy/procedures and organizational guidelines to produce work that is clear, consistent, and credible.
- Applying complex legislation, case precedence and legal advice, including court rulings, to determine impact and prepare reasoned recommendations. Caseload, task and time management; exceptional ability to manage high volumes of time sensitive work.
The following are considered assets to the position:
- Experience within Alberta's education system.
- Experience in human resource management or law.
- Experience working with regulated professions, conduct and competency oversight and/or regulatory compliance.
- Experience/knowledge working within quasi-judicial processes. Experience working within a digital case management environment including advanced skill working with Microsoft 365 suite of applications, SharePoint online and use of case management software.

This is a full-time permanent position working 36.25 hours per week, Monday to Friday.
Working location is 8th floor, Petwin Tower 10707 - 100 Avenue NW, Edmonton
