Senior Manager, Safety and Security

$110k - $135k per year

Purpose

Reporting to the Director, Safety, Risk & Compliance, the Senior Manager, Safety & Security is a senior leader accountable for advancing Armstrong Collective’s safety, security, emergency preparedness across Canada and the United States.

This role provides enterprise-level leadership to strengthen a strong safety culture, and organizational resilience ensuring our guests and team members experience safe, compliant, and well managed operations.

The Senior Manager leads the corporate safety and security function, setting clear direction, and continuous improvement for the Safety Management System (SMS), occupational health and safety programs, corporate security, and emergency management.

As a trusted advisor to senior leaders, regulators and operational teams, the role balances strategic foresight with sound judgement and regulatory obligations to operate confidently within a complex highly regulated binational rail environment.

This position requires the successful completion of safety and security clearances as prescribed by Transport Canada.

Key Areas of Accountability

Enterprise Safety & Security Leadership

  • Provide strategic leadership for Armstrong Collective’s safety, security, and emergency management portfolio, aligning programs and priorities with organizational strategy, values and guest experience.
  • Champion a strong, accountable safety culture where leaders at all levels visibly own safety performance and model safety leadership.
  • Serve as a trusted advisor to senior leaders on safety, security, and risk related matters impacting operations, people, and brand reputation – offering clear recommendations in both day-to-day and high-pressure situations.
  • Represent the organization with credibility and confidence internally and externally with regulators, partners, and external agencies.

Safety Management System (SMS) & Regulatory Governance

  • Lead the ongoing evolution and effectiveness of the regulated Canadian Safety Management System (SMS) and ensure alignment with applicable U.S. federal requirements.
  • Integrate Canadian and U.S. regulatory frameworks into a cohesive, enterprise wide safety strategy.
  • Oversee internal and external audits, regulatory inspections, and corrective action programs – ensuring issues are addressed at their root and resolved sustainably, not superficially.
  • Provide executive level insight and reporting on safety performance, trends, emerging risks and recommendations to inform decision making and prioritization.
  • Act as a senior liaison with regulatory bodies including Transport Canada, Transportation Safety Board, Canadian Transportation Agency, and the U.S. Federal Railroad Administration.

Occupational Health & Safety Leadership

  • Provide enterprise oversight of occupational health and safety governance across Canada and the U.S.A.
  • Ensure safety committees, policies and systems are effective ensuring regulatory compliance and continuous improvement.
  • Ensure health and safety policies, standards, and practices are consistently applied and reviewed across the organization.
  • Oversee the analysis of incident data and emerging risks to inform strategy, prevention initiatives, and leadership decision making.
  • Maintain awareness of legislative and regulatory changes and lead organizational readiness and implementation.

Corporate Security

  • Set the strategic direction for corporate security programs that protect people, property, and assets.
  • Serve as the designated Corporate Security Coordinator for Transport Canada and other regulatory requirements.
  • Provide governance and oversight of physical and electronic security systems, credentials, and access controls, and investigative protocols.
  • Partner with internal stakeholders and external agencies, including law enforcement, to manage security risks, investigations, and response protocols with discretion and sound judgement.

Guest Operations Safety

  • Provide strategic oversight of the Guest Operations Safety Program to ensure alignment with SMS requirements and regulatory expectations.
  • Partner with Guest Operations leadership to reinforce accountability for safety outcomes, audit finding, and corrective action follow-through.
  • Act as the senior subject matter expert for onboard safety, team member and guest health, and applicable food safety programs.
  • Ensure safety expectations are clearly communicated, trained, understood and owned by leaders and frontline teams.

Emergency Management & Preparedness

  • Lead the enterprise Emergency Management Framework, ensuring clear governance, role clarity, and operational readiness across jurisdictions.
  • Serve in a senior leadership and advisory role during critical incidents and Emergency Operations Centre (EOC) activations.
  • Oversee the planning and execution of enterprise level emergency response exercises, ensuring lessons learned after action reviews are translated into meaningful improvements.
  • Ensure emergency management programs align with regulatory requirements and best practices in Canada and the U.S.
  • Partner cross-functionally to strengthen organizational readiness, resilience, and confidence in emergency response.

Data, Reporting & Continuous Improvement

  • Oversee corporate incident reporting, investigation, and analytics to support evidence-based decision making.
  • Incorporate leading indicators such as near miss reporting, audit quality, safety conversation frequency, and corrective action effectiveness to assess safety culture maturity.
  • Translate complex data on safety and security performance, trends and emerging risks into clear, actionable insights for senior leaders and operational teams.
  • Drive continuous improvement through performance measurement, lessons learned, and leading practice adoption.

People & Team Leadership

  • Lead, develop, and inspire a high performing Safety & Security team, fostering engagement, accountability, and professional growth.
  • Set clear expectations, provide timely feedback and coaching, and actively develop future capability and succession.
  • Lead change initiatives that strengthen organizational resilience, safety maturity, where people feel supported to try new approaches, learn from experience and take ownership of outcomes.

What Success Looks Like In This Role

  • Senior managers create and reinforce a culture of safety ownership by setting clear expectations, encouraging early risk identification and speaking up, and ensuring risks are addressed consistently, contributing to a sustained reduction in high severity incidents and improved operational resilience.
  • Leaders and frontline teams understand and fulfill their safety and emergency preparedness responsibilities through clear guidance, training, and accountability.
  • Regulatory requirements are consistently met, with audits, inspections, and reporting managed proactively and transparently.
  • Safety, security, and emergency preparedness practices support a positive guest experience without compromising protection or compliance.
  • Risks and incidents are anticipated, escalated, and managed effectively, with calm, coordinated responses when issues arise.
  • The Safety & Security team is seen as a credible, trusted partner that supports informed decisions and strong operational performance.

Qualifications

Education & Certifications

  • University degree in a related discipline or equivalent combination of education and experience.
  • Certified Safety Professional (CSP) or Canadian Registered Safety Professional (CRSP) preferred.

Experience

  • Demonstrated ability of progressive experience in safety, security, regulatory affairs, or risk management within a regulated environment to lead multi-disciplinary teams typically gained through 5-7 years of leadership experience influencing at the enterprise or multisite level.
  • Incident Command System (ICS) 200 and/or Emergency Operations Centre (EOC) 1320 training considered an asset.

  • Demonstrated ability to build and sustain a strong safety culture grounded in trust, accountability, learning, and visible leadership.
  • Strong regulatory acumen across Canadian and U.S. rail, occupational health and safety, and security frameworks.
  • Strategic thinking balanced with sound operational judgment when navigating ambiguity, risk and competing priorities.
  • Clear, confident communication, and presentation with senior leaders, regulators and teams.
  • Ability to build trusted relationships with regulators, partners, and internal leaders.

Work Environment

  • Eligible to work in Canada.
  • Hybrid working arrangements with 3 days work from office. The ideal candidate will preferably be based in Vancouver, but we are open to candidates in Kamloops.

Compensation

  • The base salary offered for this role is $110,000 to $135,000 per annum and can vary based on job-related expertise, qualifications, experience and internal equity.
  • Eligible for Armstrong Collective’s discretionary bonus program.
