The Regional District of Kitimat-Stikine is pleased to announce they are searching for a permanent full-time Zero Waste Coordinator to join their dedicated team. This position offers a salary range of $76,112.40 to $87,396.40 depending on experience, a pension, and a full range of benefits.

This area is renowned for its world-class fishing and outdoor adventure opportunities, including a ski hill, sledding, skating, heli-skiing, an 18-hole golf course, hiking, and mountain biking trails. The area offers quality advanced education opportunities with both Coast Mountain College and the University of Northern BC satellite campus. There is also a well-developed arts and cultural community, recreation facilities and library. Terrace, where the role is located, is the regional retail and service hub for the northwestern portion of British Columbia. The opportunity for adventure is endless in any season. The Kitimat-Stikine region is the traditional homeland of the Tahltan, Nisga’a, Gitxsan, Wet’suwet’en, Heiltsuk, Tsimshian, and Haisla Nations. Spanning a geographic area of 110,000km², the RDKS is home to almost 40,000 people and includes the five incorporated municipalities of Terrace, Kitimat, Stewart, District of New Hazelton and the Village of Hazelton.

Purpose Statement
The Zero Waste Coordinator ensures the contract obligations between the Regional District and the various stewards contracted to the RD are being successfully met. In addition, the coordinator is constantly seeking outlets to engage and educate the stakeholders in the community.

Major Duties and Responsibilities
Manage Contracts and Agreements with EPR Stewardships
  • Act as point-of-contact for all EPR Stewardship organizations.
  • Provide support to RDKS facility operators to ensure collection and management of recyclable materials follows the expectations set out in the Collection Contract and/or Agreement.
  • Ensure collection of EPR materials from sites and delivery of required collection materials, such as pallets and program-specific containers, is efficiently coordinated.
  • Track compensation per tonne of Stewardship materials processed through RDKS facilities to ensure taxpayers are not bearing any cost of EPR materials management.

Monitoring and Manage Diversion Volumes and Trends

  • Fulfill Provincial reporting requirements by maintaining and monitoring the per-capita diversion tracking as well as annual trends, EPR Depot diversion data.
  • Track volumes of recyclables collected as part of the Greater Terrace Area curbside collection program and delivered to depot, compare invoices to volumes.
  • Maintain the diversion spreadsheet for the Hazelton - Hwy 37 Area. Quantify tonnage of material diverted from landfill, cost of service, and cost-offset revenue obtained through EPR Stewardship agreements at RDKS facilities.

Provide Zero-Waste education, outreach and support to RDKS residents, member municipalities, and First Nations communities

  • Host educational events in communities across the Regional District on Zero-Waste and recycling related topics.
  • Maintain and update various community Recycling Guides as needed.
  • Maintain Recycle Coach app to ensure information is correct and updated. Ensure the resource is being used to its full potential.
  • Provide stakeholder support to the IC&I sector throughout the region to optimize waste reduction objectives.
  • Utilize provincial campaigns, such as Love Food Hate Waste, in outreach and education events.

Manage Stewardship Initiatives

  • Represent the RDKS on the BC Product Stewardship Council.
  • Provide feedback to the Stewardship Association of BC and the Ministry of Environment and Climate Change Strategy (MoECCS) on Product Stewardship and Plan updates.
  • Lobby EPR Stewardships and MoECCS for improved access to EPR Recycling programs within the Regional District.

Landfill Gas Requirements
Coordinate and oversee all aspects of landfill gas collection, flaring and reporting requirements, including possible carbon credit initiatives.

Manage Recyclable Materials Contracts
Maintain recyclable material contracts not covered under Stewardship contracts, for example Old Corrugated Cardboard, Greater Terrace Area Curbside recycling, Kitwanga Printed Paper and Packaging.

Green Initiatives and Climate Action and Greenhouse Gas Reporting & Reduction

  • Facilitate the completion of the annual Climate Action Revenue Incentive Program (CARIP) Reporting to the Province.
  • Act as project-lead on greenhouse gas reduction and sustainability initiatives, such as the Charge North Electric Vehicle Network Study.

Coordinate Community Round Up and Share Programs

  • Work with member municipalities to coordinate community round up events, share initiatives, or any community waste reduction initiatives.
  • Duties of the Zero Waste Coordinator are subject to change and must be willing to undertake other tasks as assigned.

Provide support for the implementation of the Solid Waste Management Plan

  • Lead projects and programs from the Solid Waste Management Plan that align with Zero Waste initiatives.
  • Track project progress, timelines, deliverables, performance indicators, and waste-diversion data, and prepare reports on program outcomes.
  • Support ongoing waste reduction, reuse, recycling, composting, and public education programs.


Working with others
The Zero Waste Coordinator engages with contract representatives, consultants, commercial entities, inter-jurisdictional agencies, and residents of the many communities within the Regional District.

Skills and Abilities
Include but not limited to the following
  • Ability to interact in a tactful, diplomatic and professional manner particularly when working with representatives of local industry, private individuals, citizen groups, the media and other government agencies.
  • Ability to speak publicly and give presentations; must possess excellent oral and written communication skills.
  • Excellent project management and contract administration skills, knowledge of contracts and tendering procedures.
  • Proven ability to plan and achieve goals, develop budgets and work independently, under pressure, and to deadline.
  • Proficient in word processing, spreadsheet, and database applications, as well as a variety of other computer applications.

Specific Training and Experience

  • Experience should include a diploma or degree in Environmental Studies or related field plus prior job experience in a local government setting.
  • A thorough knowledge of solid waste management reduction, reuse, recycling, composting, and landfilling practices as well as knowledge of provincial waste management regulations, local bylaws, rules, and regulations governing solid waste management programs.
  • Understanding and training in landfill gas.

Financial Responsibilities

  • Manage invoicing associated with recycling programs, such as materials receiving facility fees, shipping fees, bin rentals, etc.
  • Reconcile revenue received through EPR Steward Agreements with RDKS facility records.
  • Always aim to make programs run as cost-efficiently as possible.


Work Environment
The coordinator will spend an average of 80% of their time in an office setting. The remainder will be spent auditing Regional District waste management facilities, performing educational outreach workshops, visiting institutional, commercial, and industrial stakeholders, and participating in events to promote the Zero Waste agenda.

Required Licenses/Certifications

  • Valid Class 5 BC Driver’s License
