Senior Transmission Planning Engineer

Role Overview

Senior Transmission Planning Engineer in the Power System Development Business Unit. Responsible for transmission planning activities at provincial, regional and local levels, ensuring system reliability, supporting capacity planning and market integration.

Responsibilities

• Lead and/or contribute to development of bulk transmission, regional, IRRP and special purpose plans.
• Project manage planning products, documenting objectives, deliverables and milestones.
• Maintain familiarity with load flow, economic evaluation, risk assessment and resource modelling tools.
• Participate in economic evaluation of options for reliability and cost efficiencies.
• Guide continuous improvement of planning processes, procedures, tools and quality control.
• Engage stakeholders, community, First Nations, government, Ontario Energy Board and sector agencies.
• Act as subject matter expert for transmission planning matters across IESO functions.
• Develop key external relationships and represent Power System Planning.
• Research and monitor laws, policies and planning frameworks that influence transmission needs.
• Prepare reports, briefs, written submissions, and in‑depth documents for leadership, regulators and stakeholders.
• Mentor and review work of junior staff, providing guidance and quality control.
• Maintain knowledge of transmission technologies, best practices and emerging trends.
• Participate in and lead industry forums and external committees.
• Perform compliance activities for NERC/NPCC/Market Rules and deliver evidence of compliance.
• Support other departments and business units with transmission planning expertise.
• Manage external consultants supporting planning activities.
• Other duties as required.

Engineering Duties

• Complete engineering studies for bulk transmission plans, regional plans, NERC assessments, NPCC reviews, reliability outlooks and ad‑hoc requests, including steady‑state and transient assessments.
• Assess load meeting capability of local networks and system reinforcement options for Integrated Regional Resource Plans.
• Assess transfer capability of Ontario and interconnected bulk systems across planning horizons.
• Perform technical feasibility studies for proposed facilities and connections to the IESO grid.
• Determine reliability of planned protection systems and programs such as RAS, Under‑Frequency Load Shedding and protective relaying.
• Conduct joint planning studies with neighbours and inter‑area activities; participate in NERC/NPCC committees and task forces.
• Contribute to standards development for planning coordinator and transmission planner obligations.
• Prepare documentation and deliver presentations on engineering analysis.
• Sign and seal documents as a P.Eng, assuming professional responsibility for own work; review and sign documents for peer review when appropriate.

Role Requirements

Engineering knowledge of electrical theory, power system analysis, control, mathematics and computer science; technical writing and presentation skills.

Completion of an engineering/applied sciences degree from an accredited university or equivalent education.

License to practise professional engineering in Ontario and competency in electrical engineering.

Experience Details

• Over 8 years in power system planning or operation, including familiarity with power system components, analytical studies, planning policies and market operations.
• Experience with electric energy, capacity, ancillary services and transmission rights market operations.
• Knowledge of Market Rules.
