Operator - Parks and Open Spaces

THE OPPORTUNITY

The Operator in Parks and Open Spaces, performs skilled manual work and operates vehicles, tools, and equipment in accomplishing all operations and maintenance tasks assigned in delivering the prescribed programs and services in the Parks Section of Public Works. The work of this position is differentiated from that of a Maintenance Worker as the tasks in this position are more complex and the training and education requirements more extensive. An incumbent receives oral and written instructions from a supervisor who evaluates the work performed. Employees in this position are periodically responsible for the task coordination of more junior or temporary employees assigned to them and are to promote a positive, secure and safe work environment. This position reports to the Manager of Parks and Open Spaces and received daily direction from the Field Foreman.

This is a full-time, permanent position and is part of the International Union of Operating Engineers (IUOE).

Salary: $34.48 - $37.31 per hour

RESPONSIBILITIES

1. Park and Open Space Maintenance

• Carry out work assignments in park related areas including amenity, cemetery, environmental services, event support services, horticulture, pathway and trail, sport field maintenance, turf grass maintenance, and urban forestry.

2. Snow and Ice Control and Outdoor Ice

• Operate equipment and vehicles for snow and ice control on City sidewalks and pathways.
• Build and maintain outdoor ice rinks and pads.

3. Operating Equipment

• Operate all assigned vehicles, equipment, and attachments, including tractors, skid steers, rubber tire backhoe, wheel loaders, ice re-surfacer, aerial lift trucks, mowers, utility vehicles, in a safe and skillful manner to complete assigned tasks.

4. Project coordination

• Coordinate implementation of small construction projects that include outsourced services.

5. Other Duties

• Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
• Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section.
• Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies for staff and contractors.
• Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
• Complete training and development provided to improve or increase individual competencies related to position responsibilities.
• All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
• Employees are expected to stay current on WHMIS and other safety-related procedures.
• May provide back up for peer group Operators.
• Perform other job-related duties as required.

QUALIFICATIONS

• High School Diploma or GED.
• Certification, education and training related to ornamental horticulture, turf maintenance, sport field maintenance, natural ice maintenance, urban forestry, equipment operation and environmental service.
• Three (3) years of tasks and equipment operating related to a Parks environment.
• Significant knowledge of the methods, practices and rules of the safe operation of the assigned equipment and occupational hazards applicable to the work.
• Ability to understand verbal and written instructions, including completing required forms, reports, maps and drawings.
• Physical strength and agility sufficient to perform the work of this position.
• Ability to respond to inquiries/complaints in a manner that is sensitive to the needs of the public.
• Has the ability periodically to coordinate, schedule, assign and direct temporary staff, equipment and materials to accomplish assigned tasks.
• Shows competencies in following safe work practices, assess work site hazards and hold toolbox meetings at the start of every task or project, prepare toolbox meeting reports; prepare incident reports; ensure no worker starts work on the site that has not been through a safety briefing or tool box meeting.
• Must have basic office computer skills.

ASSET QUALIFICATIONS:

• ISA Certified Arborist.
• Pesticide Applicator Certification.
• Canadian Certified Playground Inspector.
• Completion of coursework or certification in safety management.
• Completion of coursework or certification in areas of leadership, teamwork or supervision.

CONDITIONS OF EMPLOYMENT

• Must obtain a satisfactory review of a three-year Driver’s Abstract with no more than six (6) demerits.
• Possession of a valid Alberta Class 5Q Motor Vehicle Operator’s License.
• Satisfactory assessment on equipment competency may be required.

WORKING ENVIRONMENT:

• Schedule: Monday to Thursday or Tuesday to Friday
• Hours of Work: 7:00am to 5:00pm (4x10 schedule)
• Overtime may be required.
• Scheduled weekend rotation will be required.
• Exposure to noise levels that may exceed 85 decibels.
• Requires work outdoors in all conditions, working in an office environment, working in shop work bays and in proximity to active vehicular traffic.

PHYSICAL REQUIREMENTS

• Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
• Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work.
• Lifting to 20kg (44lbs).
