Senior Research and Evaluation Consultant

Location: Ottawa, ON (Hybrid)

Responsibilities

• Develop a workplan and methodology for assessing the implementation and effectiveness of the Protocol during the general election.
• Conduct interviews with up to 50 individuals involved in designing, administering, or supporting the Protocol, or directly affected by its decision-making.
• Review documents developed to support the administration of the Protocol for the current and, where applicable, past general elections.
• Assess the activities carried out during the general election against the governing Cabinet Directive and guidance documents.
• Review current protocols and processes against key legislation introduced in recent years and assess whether and how it affects implementation.
• Analyze the complex legal framework governing the process, including the national security apparatus, the electoral legal framework, and Canadians' rights and freedoms.
• Produce an independent, non-partisan classified report assessing the implementation and effectiveness of the Protocol.
• Produce an independent, non-partisan unclassified report for public release.
• Prepare draft classified and unclassified reports and incorporate feedback before submitting the final versions.
• Attend meetings with the technical authority throughout the engagement.
• Ensure all documentation is submitted in an accessible format, validated and approved by the appropriate authority.
• Maintain confidentiality and safeguard all proprietary information and materials, returning them upon completion of the work.

Qualifications

• Thorough understanding of Government of Canada mandates, processes, and structures, or experience working with government, public administration, the courts, or provincial and territorial governments.
• Experience in senior leadership roles overseeing a team or department of more than 100 people, such as a deputy minister or equivalent, a former judge at any level, or a chief executive officer or close equivalent in the private sector.
• 10+ years of experience working with intelligence, testimony, audits, evidence, or similar detailed, process-oriented documents.
• 10+ years of experience providing written and verbal recommendations to senior executives.
• 10+ years of experience leading the drafting of documents for public release.
• 10+ years of experience managing, overseeing, or being accountable for projects, budgets, or complex deliverables.
• Demonstrated experience providing legal analysis, legal interpretation, or legal advice in a professional context relevant to federal legislation, regulation, or policy.
• Education: Completion of a Canadian legal degree (LL.B., J.D., LL.L., or equivalent) or other formal legal education relevant to the scope of work.
