Position Overview:

Reporting to the Chief Ethics & Compliance Officer (the "Chief Officer"), the successful candidate is responsible for providing professional leadership, guidance, consultation, education, investigation, and referral services in the areas of respectful workplace, discrimination, harassment issues, and ethics and integrity, and play a lead role in fostering collaborative approaches to problem solving.  Pursues harmonious relations with internal/external stakeholders.  In addition, supports the Chief Officer in all of the unit's priority areas.

Responsibilities:

• Develop ongoing discrimination and harassment prevention strategies, preventative training, resource material and other educational activities to assist employees at all levels within the Corporation to understand their rights and responsibilities regarding potential or actual workplace discrimination, harassment, and respectful workplace issues.
• Provide consultative advice, guidance and expertise to all levels within the Corporation regarding potential or actual workplace discrimination, harassment and respectful workplace issues.
• Analyze and evaluate potential or actual human rights matters, taking appropriate action, and provide recommendations for the resolution of those issues as required.
• Own and maintain corporate policy P597 – Discrimination and Harassment Free Workplace.
• Facilitate informal interventions to resolve workplace conflicts and refer parties as necessary to appropriate internal and external resources.
• Conduct and/or oversee formal investigations of allegations of workplace discrimination and harassment.
• Coordinate the corporate response to complaints or inquiries originating from the Manitoba Human Rights Commission, Workplace Safety & Health Division or other external sources.
• In collaboration with other departments, resources, and programs, coordinate an Alternate Dispute Resolution service as a means to address workplace conflicts.
• Keep abreast of changing issues, trends and developments in the field of Human Rights, alternative dispute resolution, and respectful workplace policies and practices.
• Support the Chief Officer with the documentation of the unit's activities as well as particular programs, reports and investigations.
• Support the Chief Officer on other tasks and responsibilities associated with the corporation's legal compliance efforts as assigned from time to time, including without limitation the review of specific compliance programs and issues, research, the provision of advice, conduct Integrity Program investigations and support the Compliance Officer.

Qualifications:

• Four-year degree in a related discipline plus supplemental courses in Human Rights legislation/policy, with a minimum of five years of directly related experience. 
• Demonstrated experience in conducting formal and informal investigations.
• Strong working knowledge and experience with appropriate discrimination/harassment, ethics and integrity, and compliance investigation methodologies. 
• Excellent research, analytical and problem-solving skills.
• Experience in the documentation, evaluation and development of new programs and systems.
• Strong conflict resolution and negotiations skills, demonstrated initiative and sound judgment with the ability to make and implement impartial, empathetic and professional decisions.
• Advanced skills to develop ongoing discrimination and harassment prevention strategies for the workplace including developing and delivering preventative training, resource materials and other educational activities. 
• Strong project management skills with demonstrated ability to prioritize and multi-task in a fast paced environment, adapt to fluctuating workloads, organize, schedule and coordinate concurrent projects/deadlines as required.
• Thorough knowledge of Human Rights Law, Workplace Safety and Health Law, labour legislation and collective agreements, with significant experience working in a unionized environment performing a broad range of Human Resource functions. 
• Strong working knowledge of a full array of Alternative Dispute Resolution processes and their appropriate application to different workplace situations.
• Strong working knowledge of corporate policies as they relate to respectful workplace, discrimination/harassment, ethics, integrity, Standards of Conduct compliance and third party risk compliance.
• Exceptional interpersonal, oral and written communication skills with the ability to develop and strengthen working relationships with individuals at all levels of the Corporation including Executive, Line Management, Human Resource personnel, Union Representatives and employees.
• Demonstrated leadership experience and skills.
• Demonstrated ability to operate a personal computer which includes having sound knowledge of MS Office.
• Possess and maintain a valid Province of Manitoba Driver's Licence and capable of traveling throughout the Province as necessary.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $48.74 - $67.29 Hourly, $93,398.24 - $128,947.78 Annually.
