ASTTBC is seeking a Director, Enforcement to lead regulatory investigations and discipline in support of public protection across British Columbia. Reporting to the Registrar, this senior leadership role is responsible for fair, timely, and effective enforcement processes under the Qualified Governance Act and the International Credentials Recognition Act.
This is a unique opportunity to shape enforcement practice with a modern regulator committed to accountability, inclusion, and the public interest.
The Role
The Director, Enforcement provides leadership and oversight for all enforcement matters, including complaints, investigations, and discipline, and manages a limited caseload of files. The role focuses on ensuring fair, timely, and effective enforcement processes that promote compliance with the Professional Governance Act, ASTTBC Bylaws, Standards of Competency, and Code of Ethics.
The Director leads the continuous improvement of enforcement policies, procedures, and practices, supports ASTTBC’s statutory committees as required, and collaborates closely with the Practice Department to ensure consistent and coordinated approaches to practice guidance, standards, and enforcement.
The Director manages a team of two staff members.
Key Areas of Responsibility
- Serve as staff lead and primary liaison to the Investigations Committee, working with the Committee Chair to ensure files are addressed within reasonable timelines and in accordance with administrative fairness principles.
- Exercise decision‑making authority as assigned under the Professional Governance Act, ASTTBC Bylaws and Regulations, and the International Credentials Recognition Act, consistent with Office of the Superintendent of Professional Governance (OSPG) expectations.
- Oversee intake, assessment, investigation, and resolution of complaints, including jurisdictional analysis, risk assessment, evidence gathering, and stakeholder communication.
- Analyze investigative findings, prepare recommendations, and develop clear, concise reports for the Investigations Committee.
- Manage enforcement files related to unauthorized practice and misuse of title.
- Determine appropriate enforcement actions and make recommendations, including remedial measures, warnings, stop orders, licence cancellations, or legal proceedings.
- Lead and support the enforcement team by providing strategic direction, reviewing investigation plans, managing performance, and fostering a positive and productive work environment.
- Facilitate complaints and discipline processes to ensure legislative compliance, transparency, and procedural fairness.
- Collaborate with the Practice Department to ensure enforcement insights inform practice standards, guidance, and quality assurance escalation when required.
- Support the accuracy and integrity of the public register and related information on the ASTTBC website.
- Work with the CEO, Registrar, operations staff, IT, and external vendors to ensure ASTTBC’s regulatory information systems meet evolving enforcement and regulatory needs.
- Liaise with other regulators, government officials, and key stakeholders on enforcement and discipline matters.
- Represent ASTTBC at Board meetings, the Annual General Meeting, and stakeholder presentations as required.
- Respond to routine and complex enquiries from complainants, registrants, government agencies, and the public.
- Work with legal counsel by providing instructions, supporting hearings before Discipline Committee panels, and coordinating documentation and evidence as required.
- Act for the Registrar on regulatory matters when delegated or when the Registrar is unavailable.
- Perform other related duties as assigned.
Who You Are
- Bachelor’s degree or college diploma in business administration, public administration, or a related field.
- Minimum five years of managerial and leadership experience within a professional regulatory or compliance environment.
- Several years of experience in regulatory enforcement, investigations, or compliance‑related functions.
- Strong understanding of administrative law principles and demonstrated ability to apply fairness, impartiality, and sound judgment.
- Experience interpreting and applying legislation, bylaws, and regulatory frameworks.
- Exceptional analytical, investigative, communication, and leadership skills.
- Demonstrated ability to manage conflict, negotiate outcomes, and resolve disputes.
- Ability to synthesize complex information, identify key issues, and make timely, unbiased decisions.
- High level of political acuity and professional judgment.
- Proficiency with Microsoft Office and related communication technologies.
- Knowledge of the engineering and applied science technology profession is an asset.
- Legal or tribunal experience is an asset.
