The Environmental Project Management Specialist – Habitat Offsetting is responsible for providing project management, consultation advice, and technical expertise on habitat enhancement projects for offsetting and mitigating effects from infrastructure projects. This role involves leading habitat offsetting projects through concept development, design, permitting, construction, and post-construction phases. Working closely with specialist consultants, this key role leads the consultation and engagement with various internal and external stakeholders including regulatory agencies and First Nations groups to ensure successful outcomes.

What You Do

As a key member of the Project Team, working together with the VFPA team and the consultant team, this position provides technical expertise and consultation advice for assigned projects.Act as day-to-day lead on environmental aspects of assigned projects ensuring VFPA expectations and interests are continually met.

• Act as day-to-day liaison between the Project Team and VFPA. Solicit expert advice on technical issues and provide regular progress updates and communicate emerging issues.
• Collaborate with Project Teams to determine the best approach and activities necessary for executing specific projects. Ensure the approach is documented and followed. Prepare project status updates and presentations, as required. Coordinate and participate in post project reviews and document process improvement recommendations.
• Participate in the development of terms of reference for studies and prepare, as required, requests for proposal for selection of specialist consultants to support the assigned project.
• Work with specialist consultants in the preparation of project planning documentation including scope, schedule, budget, communication, change management and stakeholder engagement, and risks. Work with the specialist consulting team and contribute to the monitoring of the scope of work. Monitor plan implementation and evaluate progress of specialist consultants and deliverables
• Critically review and evaluate consultant deliverables in line with agreed budget and objectives of the task in hand.
• Provide VFPA representation at Project Team meetings and meetings with regulatory agencies, community, First Nations groups and other stakeholders, where tact and diplomacy will be required to facilitate competing priorities to ensure VFPA interests are met
• Lead consultation and engagement with First Nations groups, regulatory agencies, and other stakeholders.
• Lead habitat offsetting projects through concept development, design, permitting, construction, and post-construction phases.
• Oversee technical studies and design development of habitat offsetting projects by specialist consultants, including consultation and engagement with First Nations groups and agencies.
• Develop permit applications and obtain permits and approvals for habitat offsetting projects, including Fisheries Act Authorizations and PER permits. Support securing land tenure agreements as needed
• Plan for procurement of contractor and materials to support delivery of habitat offsetting projects.
• Plan for effectiveness monitoring of constructed habitat projects within an adaptive management framework.
• Carry out general office responsibilities as may be required, including research, reports, presentations and contract administration of consultants.
• Participate in internal and external committees.
• Perform other assigned duties as required.

What You Bring

• Bachelor of Science or another acceptable university degree, coupled with a minimum of five (5) years of environmental project management experience on large capital infrastructure projects, preferably related to habitat enhancement.
• Experience in design and implementation of habitat offsetting projects and familiarity with both federal and provincial environmental regulations and jurisdiction would be an asset.
• Particular experience working on Fisheries Act Authorization applications would be an advantage.
• Experience with collaboration and consultation with First Nations groups and working under the requirements of federal policy, such as Fisheries and Oceans Canada (DFO) would be an asset.
• Experience in working with multi-discipline engineering and science teams and/or PMP certification would be highly desirable.
• This position requires excellent interpersonal skills including the ability to liaise effectively and positively with all contacts, internally and externally.
• Must possess excellent communication skills that demonstrate superior written and oral abilities to interface with diverse stakeholders and contacts.
• Demonstrated budget management, analytical and problem-solving skills, along with strong team building and conflict resolution skills are required. Must possess excellent computer skills with the ability to work independently, accurately and on own initiative to maintain work output
• Must be a highly organized, detailed individual who can leading habitat offsetting projects through concept development, design, permitting, construction, post-construction phases, and manage competing priorities.

Working environment: Normal office environment including some exposure to the waterfront and construction sites, in any weather conditions, may be required. Occasional evening and weekend work during off hours, to participate in public meetings and open houses. During the panel process, frequent evening and weekend work during off hours may be required.
