The Strategy, Planning and Accountability Division of the Department of Labour, Skills and Immigration works to improve co-ordination, consistency and excellence in strategic planning, program design and delivery, evaluation, and investment decisions throughout the Skills and Learning Branch. It collaborates with other Divisions throughout the Branch, the larger Department, and the rest of Government to maintain alignment with corporate priorities, to quantify activities, and to maintain a focus, in all decisions, on optimal client outcomes. About Our Opportunity The Manager, Program Investments is accountable for strategic leadership and expertise in managing and directing the budget planning process, expenditure control, and accounting for revenue in accordance with departmental and government policies, professional standards, regulations, and Federal agreements within the Skills & Learning Branch. The Manager provides strategic advice to the Senior Executive Director, Associate Deputy Minister, and Deputy Minister which will position the Branch to meets its fiscal objectives in the broader context of the Department's and Government's overall objective of fiscal sustainability. The Manager provides leadership in the strategic direction of the branch for the successful financial control and administration of multi-million dollar federal-provincial labour market agreements and pan-provincial funding agreements negotiated to fund provincial labour market programs in Nova Scotia. This role is critical to deliver key financial policies, processes, funding and cost models that will enable the Branch to achieve its vision, mission, and mandate. Qualifications and Experience This may be the right opportunity for you if you have a professional accounting designation (CPA), or an MBA, with several years of financial management experience. An equivalent combination of training and experience may be considered. You have previous experience in a management/supervisory role within a client-oriented environment; part of your experience includes addressing staff issues such as performance management, selection, attendance and development. In your management/supervisory role you also helped to create and sustain a positive team environment. You possess exceptional organizational and communication skills (verbal and written) with the ability to meet stringent deadlines. You also understand and apply generally accepted accounting principles in your work. While not required, it is considered an asset if you have: technical experience working with SAP financial software; Salary Analysis System software; MS Excel, Labour Market Support System (LaMPSS) and Outlook.
