Qualifications

MINIMAL FORMAL EDUCATION REQUIRED

• A University degree in a related field is required.
• Masters level degree is preferred

EXPIERENCE

• 3 years of directly related experience is required.
• Demonstrated experience in academic support service administration at a postgraduate institution, preferably in a program within medicine or allied health is preferred.
• Knowledge of University regulations, programs and procedures as they relate to the function/program.
• Experience with staff supervision, office administration, policy/procedural development, process improvement, change management, project management, and staff supervision.
• An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES

• Strong understanding of academic principles and theory as a basis for informing program development and change.
• Strong understanding of administration and general office procedures (e.g. minute taking, filing systems, email protocol, time management, etc.) as a basis to evaluate the performance of others.
• Strong knowledge of human resources information (working in a unionized environment, interviewing skills, performance appraisal processes, conflict resolution etc.)
• Effective oral and written communication skills.
• Demonstrated proficiency in MS Office, including Teams, Word, Excel, PowerPoint and Access as well as Adobe Acrobat.
• Demonstrated understanding of financial management.

Key responsibilities

Implementation and Operation of the Research and QI Hub Model:

• The Manager of Research & Quality Improvement plays an integral part in the implementation and operation of the OR&QI Hub Model. The manager will be responsible to implement and operationalize the model, including documenting processes and procedures, and developing required tools to track and evaluate its success. The model is comprised of three major components, namely consulting, coaching, and collaborating. The manger will be responsible to manage and align projects and resources within the given context and lead activities, including content creation, as required. The manager will also lead the development of forms and standards to implement a fee structure for the various stakeholders and customers. The manger will be required to monitor the finical position of the OR&QI to ensure operation within set budgets, grants, and other revenue streams.

Consulting

• Focuses on sharing subject matter expertise and provides professional and technical assistance and makes recommendations in support of problem solving and knowledge building and dissemination.
• Leads the development of QI champions, coordinators and facilitators (networks).
• Provides access to research and QI information, tools, techniques and methods, best practices and lessons learned from QI projects, along with thought leadership, problem-solving capabilities, and acting as a QI knowledge broker

Coaching

• Interacts with partners that demonstrates the application of tools and techniques, promotes exploration and reflection to develop professional capacity.
• Knowledge dissemination and supporting knowledge translation.
• Team development and implementation of QI activities.
• Integrates research and QI activities and supports the application and implementation of evidence-based information, tools, techniques and methods, best practices and lessons learned from research and QI projects, along with thought leadership, problem-solving capabilities, and acting as a QI knowledge translator

Collaborating

• Focuses on a system of learning that brings together stakeholders to seek improvement in a focused topic through shared planning and problem-solving.
• Supporting knowledge translation and knowledge building (information sharing).
• Develop and coordinate Communities of Practice (CoP) and Learning Collaboratives to generate new knowledge.
• Builds capacity through peer learning and sharing tacit and explicit knowledge and provides decision stewards to ensure accountability, acting as Knowledge generator

Human Resources/ Payroll

• Directly manages all OR&QI staff (the number may fluctuate based on the number of successful grants/contracts)
• Hires, recruits, evaluates, and selects candidates; provides orientation to, delegates work to, and supervises the work of direct reports.
• Serves as a liaison with academic faculty within the Research and QI Hub as well as all other department members.
• Ensures the direct reports have sufficient knowledge and information to perform tasks successfully.
• Ensures documented processes are in place to guide routine business transactions.
• Provides guidance on transactions that are not routine, or are unexpected.
• Ensures ongoing training and development for direct reports.
• Evaluates the direct report’s performance on a regular basis, recognizing good performance and managing poor performance through a progressive discipline process which could result in dismissal.
• Coordinate and assist with the onboarding and orientation of new employees as required and oversight of employment cessation completion.
• Other duties as required.

Contract/Grant/Project Management

• Project Management support for DFM integration and expansion activities.
• Supports the preparation of grant applications.
• Manages requests for proposals and develops, manages and monitors contracts with external consultants and organizations providing services to the OR&QI.
• Administers the resource allocation within the OR&QI and ensures staff work to optimal scope
• Supports integration of projects and initiatives across DFM programs, in support of the DFM Strategic Action plan.
• Other duties as required.

Other

• Provides reports to funding stakeholders within the research and QI area.
• Assists the Director of OR&QI and the DFM Managing Director by managing a wide range of ad hoc projects that support the Department's strategic plan.
• Ensures all department staff have adequate IT equipment to complete duties (e.g. video observation, Wi-Fi, video conferencing, telecommunications etc.).
• Provides coverage of certain aspects of the DFM Managing Director role when required.
• Maintains linkages with other Departments of Family Medicine (Nationally).
• May be required to perform related duties not exceeding skills and capabilities as required.
