Civil Project Manager - Heavy Civil Marine Engineering

Our Vancouver office is actively looking for a Civil Project Manager for the Owner’s Engineer (OE) team on the largest container terminal development in British Columbia. Based in the Lower Mainland, this role provides technical leadership during a critical procurement and early works phase for a generational infrastructure project. As a core member of the Project Management Team, you will be part of the OE team overseeing the delivery of complex marine infrastructure, including large-scale dredging, land reclamation, concrete caissons and wharf construction. You will work in a highly collaborative environment, acting as a primary interface between the client and multi-disciplinary Task Force Leads to ensure project-wide alignment and proactive issue resolution.

As the successful hire, you will be a Senior Civil Engineer and Project Manager with a minimum of 15 to 20 years of experience; have deep expertise in construction execution relating to large-scale rock work, dredging, and land reclamation; and have served in a construction management role and possess a strong background in cost estimating, scheduling, and risk assessment/mitigation.

• Act as the primary interface between the client, engineering teams, Design‑Builder, and external agencies
• Lead inter‑disciplinary integration review of Design‑Build deliverables to ensure technical consistency across geotechnical, coastal, structural, and environmental interfaces, provide timely and technically integrated feedback
• Provide Senior Technical Review for high‑priority deliverables, focusing on constructability, risk mitigation, and adherence to project design intent
• Oversee the tracking and verification of environmental and regulatory compliance within technical design packages, ensuring alignment with Project Agreement requirements
• Ensure seamless coordination between key technical workstreams to mitigate risks associated with land reclamation and wharf interfaces, set priorities and build team capability
• Maintain awareness of project budgets and contracting strategies while supporting document preparation and evaluation
• Work closely with the core team in the Project Office and attend in‑person meetings and occasional site visits as required

Qualifications

• Bachelor’s Degree in Civil, Structural, or other related Engineering; required
• P.Eng. designation preferred (or PE with ability to apply for P.Eng. in the near future)
• Minimum 15 to 20 years experience in marine civil infrastructure with specialized knowledge in large‑scale rock work, dredging, and land reclamation and construction background
• Experience with Owner’s Engineer (OE) workflows, specifically in managing the review and acceptance process of Design‑Build submittals
• Strong critical thinking, problem‑solving, and ability to adapt and delegate in a fast‑paced environment
• Excellent written and verbal communication skills are necessary to effectively relay information and document project activities utilizing the appropriate medium
• Advanced skills in Microsoft Office (including MS Project) and familiarity with bottom‑up cost estimating tools such as HCSS HeavyBid or similar
• All new hires will be required to successfully complete and pass a pre‑employment (post‑offer) background check in compliance with NIST 800‑171

Physical Requirements

Majority of work is field‑based, which may necessitate climbing, navigating unpaved or natural terrain while carrying equipment. Field work includes exposure to extreme heat, cold or inclement weather. Ability to use standard office equipment.

Base Salary Range

CAD $175,000 to $195,000 annually based on years of experience, level of education obtained, professional registration, and meeting the required qualifications in the job description. This range is only applicable for candidates who will be hired and working in the Vancouver, Canada market.
