WSTP Major Capital Project Engineer

Job Responsibility:

Under the general direction of the Winnipeg Sewage Treatment Program (WSTP) Project Director, the WSTP Major Capital Project Engineer is responsible for managing and delivering critical major capital projects required to upgrade the City's three sewage treatment plants to meet Provincial effluent license limits and the Water Protection Act. This position focuses on the delivery of critical projects which are individually valued at over $500 million, are fast-paced, highly complex, involve significant risk, and are public-facing. These projects are delivered using alternative procurement methods and require specialized knowledge and experience for successful delivery.

The WSTP Major Capital Project Engineer provides overall direction and leadership to a team of staff working on the project and provides the management oversight to ensure successful implementation of the project. This position is also responsible for reporting project information to senior management and elected officials.

As the WSTP Major Capital Project Engineer you will:

• Provide leadership, management, and financial oversight to ensure the successful execution of major capital projects.

• Manage human resource activities to ensure effective use of project resources.

• Collect and disseminate major capital project information to stakeholders.

• Plan major capital projects, including engagement of stakeholders, investment planning, and development of project budgets.

• Utilize a variety of procurement methods to deliver major capital projects.

Your education and qualifications include:

• Bachelor's Degree in Engineering.

• Post-secondary education in project management is desirable. Attainment of Project Management certification, including Project Management Professional (PMP) or Prince II certification would be required. Applicants who have not yet attained this certification would be required to obtain it within a two-year timeframe.

• Minimum of 8 years' experience related to the delivery of increasingly large-scale and complex projects; experience in a municipal environment is preferred.

• Supervisory experience including planning, organizing, directing, motivating, and managing professional staff.

• Experience providing strategic advice, leadership, and guidance to Senior Management on complex projects.

• Experience establishing and managing budgets in excess of $10 million.

• Experience with strategic planning, including managing change and determining and setting priorities based on organizational mandates and initiatives, and providing advice and guidance to Senior Management.

• Experience writing reports to Senior Management or the public.

• Ability to work independently under stressful situations and make timely decisions with limited information.

• Ability to influence desirable outcomes through negotiation and collaborative relationship management.

• Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

• Demonstrated ability to communicate effectively both verbally and in writing.

• Excellent analytical, problem-solving, and decision-making skills.

• Ability to delegate to direct reports, strategic partners, consultants, and others as required.

• Strong organizational skills with proven ability to set priorities and meet deadlines under pressure.

• Ability to follow administrative processes.

Conditions of employment:

• The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

• Professional Engineer designation and eligible for registration with Engineers Geoscientists Manitoba (E.G.M.).

• A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.

• Must possess and maintain a valid Manitoba Class 5 Driver's Licence.
