As an Engineering Analyst, you will be part of a team that manages and optimizes the operation of traffic signals across the City of Toronto. This opportunity will provide you with a rewarding and satisfying career helping to ease traffic congestion while improving road safety.

As part of the Traffic Management Section, you will also perform, coordinate, and direct staff in traffic engineering technical work relating to the planning, design, construction, operation and maintenance of traffic management and traffic signal facilities throughout the City.

This opportunity will expose you to a variety of traffic signal related projects such as Corridor Coordination and Optimization, Smart Signals, Bicycle Traffic Signals, Transit Signal Priority, Emergency Vehicle Priority, Leading Pedestrian/Bicycle Intervals, Protected Pedestrian Phases, Accessible Pedestrian Signals, Left/Right Turn Protected Phases, and Traffic Controller Coding and Testing.

Major Responsibilities:

• Respond to emergency traffic incidents during shifts and special event coverage (i.e. sport games, concerts, parades, etc.) by developing and implementing traffic signal strategies to mitigate disruption to traffic flow on the City's expressways and arterial roadways.
• Investigate, and respond to, inquiries and service requests in relation to signal operation and traffic management from 311, the public, City staff, City divisions, Councillors, public transit agencies, developers, consultants, contractors, utility companies, the media and other internal and external stakeholders.
• Develop standard operating practices, guidelines and procedures relating to active traffic management systems, advanced traffic management systems, ITS equipment, special events, controller programming, fieldwork and traveller information.
• Undertake signal optimization studies, including development and implementation of auxiliary signal timing plans in support of the multi-year Council-mandated MoveTO Congestion Management Plan.
• Develop and implement optimized signal timing plans for road reconstruction, traffic diversions, special events and emergency routes in response to requests by internal and external agencies and stakeholders.
• Review draft signal installation reports (prepared by Area Traffic Operations) to ensure that all operational requirements are included.
• Review draft signal installation drawings to ensure designs comply with operational
• Review draft signal timing plans and drawings submitted by consultants and internal stakeholders for conformity with the City's Signal Timing Policies and Procedures Manual.
• Collaborate with transit agencies, such as the TTC, Metrolinx, York Region Transit and GO Transit, to review technology and to develop and implement signal timing plans and modifications to respond to various initiatives, including planned and emergency subway closures, LRT design/construction, transit signal priority testing/design/implementation, and upgrades to at- grade rail pre-empt operation.
• Provide technical support and expertise to other Transportation Services units, such as Traffic Operations, Cycling & Pedestrian Projects, Vision Zero Projects, Development Planning & Review, Transit Infrastructure Projects, Data & Analytics, other divisions and external agencies, to assess, develop, evaluate and implement operational solutions and programs to accommodate their needs.
• Coordinate projects with system vendors and their consultants/contractors for the design, assessment, construction and installation of adaptive traffic control systems.
• Assist in the evaluation and testing of new systems, devices and controller firmware for system compatibility, performance, integration and user acceptance.
• Prepare training materials and conduct training and demonstrations for staff, consultants and contractors on signal operations, privacy compliance and active traffic management practices.
• Issue work orders within the work management systems to contractors for planned work in accordance with bid items within contracts. Track and report expenditures on capital and operating accounts. Record and report worked hours on assigned projects/activities.
• Coordinate projects with, and review and inspect work and services undertaken by, consultants and contractors to ensure field work, contract work and consulting work is undertaken in accordance with City procedures, regulations, standards and specifications.
• Prepare, evaluate and make recommendations for REOIs, RFPs and RFQs, and prepares associated budgets.
• Collaborate with the Traffic Systems Planning Design & Coordination and the Traffic Systems Construction & Maintenance units on the delivery of the Council-mandated Congestion Management Plan and Vision Zero Plan.
• Analyze data, perform calculations, prepare technical reports and make recommendations to improve current methodologies, processes, standards, policies and guidelines.
• Respond to Freedom of Information (FOI) and public requests relating to signal timings, signal maintenance and system operations.
• Operate computerized traffic control systems, traffic management systems and ITS equipment.
• Review work undertaken by supporting staff (ETT1, 2, 3, 4; Technical Trainees; adult co-op students and high school co-op students) relating to various ITS projects.

Key Qualifications:

Your application must describe your qualifications as they relate to:

• Post-secondary education in one of the following disciplines: Civil, Transportation, Electrical or Computer Engineering or an equivalent combination of education and experience.

• Considerable experience in the use of traffic analysis, traffic operations, modelling, and micro- simulation software (e.g., Highway Capacity Software, Time-Space Diagram, Synchro/SimTraffic, Vistro, Aimsun, Vissim, Paramics, etc.).

• Experience with undertaking technical projects in the following areas: Transportation Planning, Traffic Impact Studies, Traffic Operations, Corridor Optimization and/or Traffic Control Testing/Programming.

• Knowledge and experience working with computerized traffic control systems (e.g., SCOOT, SCATS or other traffic adaptive system; TransSuite TCS or other traffic responsive system).

• Experience and knowledge related to Intelligent Transportation Systems equipment such as traffic signal controllers, intrusive and non-intrusive detectors, Vehicle Detection Systems, Uninterrupted Power Supply, Accessible Pedestrian Signals, Transit Signal Priority, Emergency Vehicle Pre-emption and LED Blank-Out signs.

• Experience in collecting, analyzing and interpreting real-time and historical traffic data

• A valid Province of Ontario Class G driver's licence in good standing, access to a vehicle to conduct City business and the ability to obtain a City driver's permit.

• Ability for problem solving, decision making, and data

You must also have:

• Ability to develop, implement and make recommendations on traffic-related strategies, practices, guidelines, procedures and best practices for continuous improvement in methodologies, processes and standards.
• Ability to prepare training documentation and deliver training to staff, consultants and contractors.
• Ability to coordinate projects and represent the City at project meetings with various stakeholders including divisional staff, consultants, contractors, etc.
• Ability to work rotating shifts to provide Active Traffic Management coverage (from 6 am to 7 pm, Monday to Friday) and for special events (weekends and nights).
• Knowledge of the Accessibility for Ontarians with Disabilities Act (AODA), the Occupational Health and Safety Act (OH&SA) and other regulations/legislation that apply to the job duties.
