RATE OF PAY

$115,852 - $123,247 per annum (compensation also includes a comprehensive benefits package (including extended health and dental, life insurance, health care spending account), participation in the OMERS pension plan, competitive vacation and sick leave)

Job Overview: The Manager, IT Infrastructure is responsible for major hardware and software systems and applications throughout the Board district. Reporting to the System Principal, Information and Technology Services, this position provides leadership in project plan development and implementation of all systems and applications, as well as leadership in the technology aspects of capital projects such as building renewal and new school builds. The Manager, IT Infrastructure provides leadership, training, and support to the ITS Team and end-users.

Key Responsibilities

Staff Supervision and Leadership:

• Supervise a variety of Information and Technology Services staff in their daily work assignments, problem resolution, professional development, and performance evaluation.
• In collaboration with Human Resources, participate in hiring panels, conduct performance evaluations (probationary and permanent), and support employee relations.
• Coordinate staffing logistics, including reviewing shift schedules, and managing absenteeism/overtime.

Project Management and Capital Infrastructure:

• Manage and lead the implementation of all major computer and network systems for schools including the design, budgeting, staffing, testing, and school consultation.
• Lead ITS project management for capital projects such as building renewal technology projects, new school technology needs, and other technology related infrastructure requirements.
• Negotiate terms and conditions of vendor contracts and prepare tender documents on behalf of the Board to ensure that performance measures are thoroughly described and good value is received. Monitor quality of work and escalate concerns to appropriate levels of vendor management for resolution.
• Design and implement instructional learning technology facilities throughout the Board and coordinate with Facilities Services, Financial Services and Private contractors regarding the implementation schedule and plans.
• Lead the ITS project team to design and maintain the Board’s Internet and Intranet services and manage the Board’s internet connection while monitoring capacity and performance issues.
• Manage the distribution and installation of all information technology initiatives throughout the Board, including working with the manufacturer regarding custom configurations, scheduling delivery and setup at the school and other Board locations, and deploying ITS staff or private contractors to successfully complete the deployment.

Network, Systems and Infrastructure Management:

• Oversee the implementation of local area network (LAN) and wide area network (WAN) infrastructure throughout the Board.
• Direct project management responsibility for the installation of all WAN related projects (i.e. routers, modems, telecommunications services, VOIP, etc.).
• Evaluate current technology architectures in the areas of computer hardware, applications software, operating systems, and network communications to ensure that the Board’s information systems remain highly functional and compliant with computer industry standards.
• Develop operational procedures to ensure the integrity and security of the Board’s mission-critical systems including data backup strategies and contingency planning in the event of a total system failure or disaster.
• Develop procedures to ensure the Board is compliant with software licensing requirements and that records are properly maintained to substantiate the legal status of products in use. Participate in the development of policies and procedures to ensure the successful integration and appropriate use of information technology throughout the Board.
• Provide support to ITS staff and end-user departments with regard to computer hardware, network operating systems, printers, scanners.
• Lead the design and maintain security and disaster recovery procedures for classroom, school and corporate systems to ensure confidentiality and fault tolerance of the entire system.

Financial and Business Operations:

• Prepare and manage budgets, including the authorization of purchase orders and payment, for all administrative and instructional information technology projects ensuring that required software, hardware, training and services are properly identified and tracked.
• Represent the Board at inter-board and Ministry of Education discussions regarding multi-board projects and provincial information technology initiatives. Participate in provincial organizations such as OASBO and ECNO in order to keep abreast of developments in other jurisdictions.
• Liaise with and provide leadership to school principals regarding school-based information technology planning and recommend ways for them to augment system projects with school and Board funded purchases.
• Liaise with other school Boards, public and private sector organizations regarding shared services and ensure joint ventures do not compromise the security of Board network resources.
• Perform other job related duties as assigned by the supervisor.

Qualifications

• Minimum completion of a four (4) year post secondary education program in Computer Science, Information Technology, Business Technology Management or a related discipline.
• Minimum of five (5) years of supervisory experience with IT infrastructure and software and hardware.
• Successful experience with IT project management, from planning to implementation.
• Knowledge of data centre technologies, including disaster recovery planning.
• Demonstrated experience in managing large budgets, including the ability to monitor expenditures and conduct financial forecasting.
• Knowledge of school related technology systems and applications such as telephony, video surveillance, public address systems, sound fields, etc.
• Highly developed communication skills, with the ability to demonstrate leadership and provide training to a variety of individuals.
• Must possess a valid Ontario ‘G’ Driver’s License.
• Satisfactory Vulnerable Sector Background check.

Work Environment

• Regular travel by vehicle within the Board district.
• Attendance during non-traditional business hours for meetings and/or events.
• Exposure to frequent noise and/or interruptions in an office or school environment.

Physical Requirements

• Lifting up to 20lbs. Body mobility including: bending, squatting, rotating, kneeling, walking, sitting on a regular basis.
• Minimum physical/sensory effort. Perform tasks required minimum exertion in a variety of normal positions.
