ACCOUNTABILITY STATEMENT:
The Organizational Development Specialist enhances organizational performance, culture, and employee engagement through the design and execution of strategic development initiatives. This role develops, implements, and sustains programs that align organizational goals with the employee experience. By analyzing workforce data, collaborating with leaders and stakeholders, and advancing values‑based practices, the Specialist cultivates a positive and inclusive workplace culture. The position supports succession and performance management planning, strengthens organizational capability, and ensures consistent application of development and performance practices across all departments—contributing to a cohesive, high-performing workforce. MAJOR DUTIES/ RESPONSIBILITIES:
- Oversee and coordinate leadership development programs in partnership with external vendors.
- Design and implement career pathways and competency frameworks to support employee growth, internal mobility, and cross-divisional collaboration.
- Develop and sustain mentorship and coaching initiatives.
- Partner with department leaders to conduct skills gap analyses and support targeted learning interventions.
- Support learning and professional development programs that build workforce capability.
- Manage and enhance the performance appraisal cycle, ensuring frameworks and tools are effective, accessible, and aligned with organizational goals.
- Train and coach leaders on performance goal-setting, competency standards, and effective performance conversations.
- Monitor probationary reviews for consistency and quality, providing guidance to leaders and HRBPs to ensure appropriate actions are taken.
- Analyze performance data to identify trends and recommend improvement strategies for individuals, teams, and departments.
- Develop resources, tools, and training materials that support a performance-focused culture.
- Ensure sustainment of organizational development initiatives through coaching, follow-up, and reporting.
- Facilitate talent reviews and succession planning processes with department leaders, including evaluating employee capabilities, performance, and leadership potential.
- Collaborate with leaders and HRBPs to identify high-potential employees and support individualized development plans for advancement.
- Partner with the Organizational Change Management team to analyze readiness data and support future workforce planning.
- Track, measure, and report on progress related to succession and talent development initiatives.
- Oversee and enhance internal Employee Development Assistance Program initiatives, including application approval processes and alignment with organizational goals and competency development.
- Manage engagement surveys and pulse checks, analyze results, and guide leaders in action planning.
- Conduct and monitor exit interviews and retention analysis, sharing findings and recommendations with key stakeholders.
- Develop and present data-driven recommendations to improve the employee experience and organizational effectiveness.
- University degree in Organizational Development, Business Administration or Human Resources.
- Adult Learning certification and/or CHRP/CHRL designation preferred
- Minimum of 3 years of recent, related experience, including strong knowledge in:
- Organizational development theories and organizational behavior
- Employee engagement strategies
- Talent and employee development and management practices
- Application of OD tools, methodologies, and best practices
- Working in a complex, multi-union, corporate environment
- Administering performance appraisal systems
- Data management, analytics, metrics, and reporting
- Human resources theory, best practices, and relevant legislation
- Evaluating skills and performance, including identifying criteria for high‑potential talent
- Organizational design principles and career pathway development
- Experience facilitating information sessions, workshops, or organization‑sponsored events.
- Ability to develop project plans, track progress, identify patterns and trends, and assess outcomes.
- Experience in project management, learning and development, and stakeholder relationship management is preferred.
- Strong computer proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Valid driver’s license preferred, with the ability to travel occasionally to various work locations.
- Strong interpersonal, communication, and coaching skills with the ability to listen effectively.
- Self‑motivated and solutions‑oriented, with the ability to partner effectively with leaders to design and implement organizational programs.
- Excellent written and verbal communication skills.
- Strong presentation and facilitation skills, with the ability to tailor communication to diverse audiences.
- Strong strategic thinking skills with the ability to plan ahead.
- Strong project management capabilities, including organizing, planning, scheduling, monitoring, and reporting on large projects.
- Strong analytical and problem‑solving skills, including the ability to diagnose team needs and recommend effective solutions.
- Demonstrated commitment to health and safety.
