This position is responsible for the auditing of the City of Toronto's annual property assessment roll to ensure accuracy and safeguard revenue. It requires in depth knowledge and expertise in assessment and taxation legislation, property valuation methodologies, and municipal tax policy. Responsibilities include conducting research, financial analysis, and identifying key assessment roll issues. The position also involves developing financial models, initiating corrective actions through appeals, and preparing documentation and expert witness testimony for Assessment Review Board hearings.Financial Analysts should have:
- Extensive experience in property assessment and appraisal evaluation across various types of real estate
- Extensive knowledge of real estate principles, property valuation methodologies, and recognized land and building valuation techniques
- Accreditation from an Appraisal/Assessment Institute or Appraisal Association (considered an asset)
Major Responsibilities:
- Conducts financial and policy research and analysis in the areas of property assessment and property taxation, and develops financial modeling to identify issues, highlight trends/areas of concern, recommend solutions and corrective actions.
- Prepares reports, briefing notes, draft by-laws and correspondence and prepares/delivers presentations identifying issues, financial impacts and recommendations for Senior Management and Agencies, Boards, Commissions and/or Council.
- Reviews and prepares Statements of Issues, collects and prepares documentation to support City's position (including performing site inspections/visits and obtaining visual evidence), prepares Statements of Response, represents the City at quasi-judicial tribunals (such as the Payment in Lieu Dispute Panel and the Assessment Review Board) and acts as an expert witness when required.
- Assists in representing the City in negotiating provisions/settlements and providing solutions/decisions for consideration of the Chairs/Judges.
- Identifies the City's assessment growth market trends, errors and anomalies and liaises with MPAC to confirm actual growth for the assessment base, and prepares/monitors quarterly reports on forecasted assessment growth/loss, and takes corrective action by launching assessment appeals when necessary.
- Conducts independent research on municipal issues, referencing technical journals, published studies, and other sources, prepares summaries and reports on findings, using assessment/appraisal research and financial analysis to identify issues, highlight trends/areas of concern, develops financial models to assess impacts, recommends solutions.
- Participates in discussions and negotiations with other departments and/or governments, and liaises with city staff, consultants, external organizations and the public and participates in staff working groups, committees and external groups to acquire and share information in support of cross corporate or departmental policy development.
- Conducts special operational research and analysis on corporate programs and business processes as assigned.
- Interprets provincial and federal statutes, regulations and policy statements, prepares analysis and determines impacts on operations and City policies, recommends legislative/regulatory amendments where necessary, and maintains up-to-date knowledge of all applicable statutes and regulations.
- Conducts independent research and surveys on municipal issues, referencing technical journals, published studies and other sources, prepares summaries and reports on findings
- Provides advice to staff in the review and analysis of problems, projects and new priorities. Participates in the development of goals, objectives and performance standards. Drafts and revises related program plans, policies and procedures.
- Evaluates policy alternatives and prepares cost/benefit analyses and business cases for corporate or various divisional initiatives.
- Consults and negotiates with other units within the division and other City divisions (including Legal, Accounting, Building, Planning, Facilities & Real Estate, Toronto Water, Economic Development, Budgets, etc.), and with provincial governments and agencies, school boards, and other municipalities, in the development of new policies and procedures, new regulations or legislative changes as required.
- Engages internal / external stakeholders in goal setting aimed at achieving City and/or divisional objectives and tracks performance accordingly. Reports on results as required to Committee and Council.
- Leads and coordinates staff training / development, prepares policy statements and facilitates in-service training.
- Provides input to the development of the annual budget for the Operational Support Unit.
- Responds to inquiries or other issues escalated beyond the scope of front line staff ensuring a prompt, courteous reply, including appropriate action and follow up.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in a discipline relevant to the job function (e.g. Property Assessment, Property Appraisal or an equivalent combination of education and/or related experience.
- Extensive experience in preparing real property assessments and evaluating appraisals for various types of real estate including but not limited to Commercial/ Industrial properties (preferably large properties).
- Experience in research, analysis and interpretation of data and preparation of policy/technical reports/business cases.
- Considerable experience with MS Office products (i.e. Word, Excel, PowerPoint and Access).
- Appraisal/Assessment Institute or Appraisal Association accreditation would be an asset.
You must also have:
- Knowledge of municipal taxation and property assessment legislation, policies and practices as they apply to the operations of the Division and other legislation affecting municipalities.
- Strong analytical and organizational skills.
- Ability to conduct detailed and/or non-structured research or analysis with minimum supervision, within tight deadlines.
- Advanced knowledge of Zoning Bylaws, Official Plan, Planning Act, and Planning processes and changes.
- Advanced knowledge of the real estate practices, principles, property valuation, and in the use of recognized methods of land and building valuations in and around the City of Toronto or other major cities in Canada.
- Analytical, conflict resolution and problem solving skills, with the ability to develop, recommend and implement effective solutions.
- Ability to communicate effectively, both orally and in writing, at a professional level with senior management, consultants, staff from across the organization, including elected officials and the public.
- Ability to establish effective working relationships with stakeholders, employees, client departments, outside agencies and/or politicians and other levels of government.
- Excellent interpersonal skills to act as divisional representative and to liaise with all levels of staff, other levels of government, legal, councillors, public, and other external contacts in an efficient, discrete and diplomatic manner.
- Familiarity with government legislation in the areas of Occupational Health and Safety and Municipal Freedom of Information and Protection of Privacy Policy
