The Manager of Roads & Solid Waste is responsible for the leadership, coordination, and oversight of municipal roads operations and solid waste services for the City of Woodstock. This position leads staff and service contracts, supports strategic and operational planning, and ensures the safe, effective, and compliant delivery of services related to roads, sidewalks, bridges, culverts, storm infrastructure, winter control, curbside collection, and other solid waste management programs. The Manager of Roads & Solid Waste is responsible for developing standards, policies, work programs, and maintenance approaches that support approved service levels, legislative compliance, asset performance, public safety, and continuous improvement. The role also leads budgeting, procurement, contract administration, customer service response, and collaboration with internal departments, Oxford County, area municipalities, contractors, consultants, Council, and the public. The Manager of Roads & Solid Waste is responsible for the leadership, coordination, and oversight of municipal roads operations and solid waste services for the City of Woodstock. This position leads staff and service contracts, supports strategic and operational planning, and ensures the safe, effective, and compliant delivery of services related to roads, sidewalks, bridges, culverts, storm infrastructure, winter control, curbside collection, and other solid waste management programs. The Manager of Roads & Solid Waste is responsible for developing standards, policies, work programs, and maintenance approaches that support approved service levels, legislative compliance, asset performance, public safety, and continuous improvement. The role also leads budgeting, procurement, contract administration, customer service response, and collaboration with internal departments, Oxford County, area municipalities, contractors, consultants, Council, and the public. Duties and Responsibilities:
- Provides operational and strategic leadership across roads and solid waste programs. Responsible for supervising management and supervisory staff, overseeing approximately 65 additional staff indirectly including seasonal employees, and ensuring employees are properly trained, licensed, certified, supported, and managed in accordance with collective agreements, City policies, and legislative requirements.
- Manages road maintenance and repair operations, including surface maintenance, shoulder and roadside maintenance, drainage and structure maintenance, safety device maintenance, signage, pavement marking, roadway permissions, and winter operations.
- Develops and implements routine, preventive, and event-response maintenance programs to support safe and reliable municipal infrastructure and service delivery.
- Responsible for solid waste management programming, including oversight of curbside collection services, enviro depot operations, contract performance, service levels, materials management, and reporting. Monitors service quality, resolves operational issues, and supports continuous improvement in program delivery and customer service.
- Develops and administers operating, capital, and administrative budgets for roads and solid waste services; monitors expenditures; estimates costs; recommends cost-saving measures; authorizes purchases and inventory requisitions; and contributes to departmental business planning, strategic initiatives, service level development, and performance measurement.
- Leads procurement and contract administration for roads maintenance and solid waste services, including negotiating, overseeing, and administering contracts; coordinating with consultants, contractors, Engineering staff, and partner municipalities; resolving disputes and claims; and ensuring quality, compliance, and value in service delivery.
- Prepares reports and recommendations for senior management and Council, addresses public and stakeholder concerns, supports divisional communications, coordinates with emergency services and utility partners where required, and helps ensure that all activities are carried out safely and in accordance with the Occupational Health and Safety Act and City safety policies.
Essential:
- University degree or college diploma in Civil Engineering or an equivalent field, plus significant progressively responsible experience in public works management, or an equivalent combination of education and experience.
- Membership or eligibility for membership in the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) at the technologist or technician level.
- Registration with AORS as a Certified Road Supervisor (CRS).
- Valid Ontario Class G driver’s license.
- Minimum of five (5) years of roads operations or solid waste experience and at least three (3) years of supervisory experience in a unionized environment.
- Demonstrated knowledge of applicable legislation, standards, specifications, guidelines, collective agreements, and municipal policies relevant to roads operations, solid waste management, public works, health and safety, and environmental compliance.
- Demonstrated leadership, communication, organizational, and relationship management skills, with the ability to lead teams, manage competing priorities, prepare technical and administrative reports, and work effectively in a political and public service environment.
- Municipal public works experience in Ontario.
- Experience working with Oxford County, area municipalities, or shared service/contract delivery environments.
- Experience with systems and tools such as Microsoft Office, MESH, GIS/MapInfo, and infrastructure management software.
- The City of Woodstock is a fully in-office workplace where employees are expected to work on-site.
- The position is based on a 35-hour work week, generally during normal office hours, with regular availability required outside business hours, including evenings, weekends, on-call, and emergency response support for winter control and other operational issues.
- Subject to frequent interruptions and changing priorities, and includes interaction with employees, contractors, consultants, Council, partner organizations, and members of the public, including occasional difficult interactions.
- May be required to attend site visits and inspections, with exposure to outdoor weather conditions, noise, dust, fumes, and other potentially hazardous environments requiring the use of personal protective equipment.
