Summary of Position:
The Manager of Fleet and Business Support is responsible for the strategic leadership, administration and continuous improvement of the City’s fleet management and operational business support functions. This position provides oversight of corporate fleet assets, fleet lifecycle planning, preventative maintenance programs, procurement, inventory control, business systems optimization, and regulatory compliance.

The Manager of Fleet and Business Support leads a diverse team supporting the operation, maintenance and replacement of a broad municipal fleet, while also advancing business processes,
technical solutions, data analytics and operational service improvements. The role is accountable for planning and administering operating and capital budgets, developing policies and procedures, supporting labour and employee relations matters, and ensuring service delivery aligns with legislative requirements, corporate standards, and the City’s strategic priorities.
This position serves as a key resource to City departments on fleet acquisition, utilization, maintenance and business support practices, and contributes to a safe, efficient, innovative and sustainable municipal operation.

Duties and Responsibilities:

• Provide leadership and direction to Fleet Services staff, including supervision of management, supervisory and support positions, with indirect oversight of front-line shop employees across multiple shifts. Oversee recruitment, performance management, coaching, training, succession planning, health and safety, labour relations, and the development of a productive and accountable team environment.
• Lead the development and administration of Fleet Services operating and capital budgets, including fleet lifecycle and reserve planning, to support sustainable service levels and value-for-money outcomes.
• Oversee procurement and contract administration for vehicles, equipment, parts, software and contracted services, including specification development, tender documentation, vendor performance monitoring, and expenditure control.
• Oversee preventative maintenance and repair programs, fleet replacement planning, acquisition and disposal processes, fuel management, licensing, telematics, inventory and internal stores functions.
• Ensure compliance with applicable legislation, regulations, standards and internal policies, including requirements related to vehicle operations, safety, fuel handling and other relevant municipal fleet obligations.
• Works collaboratively with user departments to assess fleet needs, establish service standards, and support effective and economical asset utilization.
• Responsible for operational business support activities, including software administration and optimization, technical and process improvements, data analysis and performance reporting, workflow review, policy and procedure development, and business planning support.
• Identifies opportunities for innovation, sustainability, electrification and operational efficiency, and provides advice and recommendations to senior management on fleet strategy, service delivery and organizational improvement initiatives.
• Supports cross-departmental collaboration, stakeholder engagement, project coordination, and continuous improvement initiatives, while ensuring services are delivered in a manner that is safe, customer -focused, fiscally responsible and aligned with corporate objectives.

Qualifications:
Essential:

• Post-secondary degree or diploma in Mechanical Engineering, Industrial Engineering, Business, Public Administration or a related discipline, or an equivalent combination of education and experience.
• Minimum of five (5) years of progressively responsible experience in fleet management, including at least three (3) years in a management or senior supervisory capacity.
• Demonstrated experience managing staff, budgets, contracts and operational service delivery in a unionized environment.
• Strong knowledge of fleet asset management, lifecycle planning, preventative maintenance principles, shop operations, inventory control and procurement processes.
• Demonstrated experience addressing employee and labour relations matters, including performance management, attendance management, discipline and collective agreement administration.
• Sound knowledge of applicable legislation, regulations and standards, including the Occupational Health and Safety Act, Employment Standards Act, Highway Traffic Act, Ministry of Transportation requirements, Commercial Vehicle Operator’s Registration requirements, and related environmental and safety obligations.
• Experience with business systems, data analysis and performance reporting; proficiency with Microsoft Office applications.
• Valid Ontario Class G driver’s license with a driving record acceptable to the City of Woodstock.

Preferred:

• Municipal experience in fleet management, public works operations or operational business support.
• Professional designation or membership relevant to fleet management, asset management or public works is considered an asset.
• Experience with fleet telematics, fuel management systems, dashboard reporting tools such as Power BI, and continuous improvement methodologies.

Working Conditions:

• The City of Woodstock is a fully in-office workplace where employees are expected to work on-site.
• Works a regular schedule of 35 hours per week, generally during normal office hours, with flexibility to work additional hours as required to meet operational demands, attend meetings, travel between sites, and provide support for special projects or urgent issues, including occasional evenings and weekends.
• Subject to frequent interruptions, competing priorities and occasional challenging interactions with internal or external stakeholders.
• Regular exposure to garage environments and associated hazards such as noise, fumes, dirt, dust, weather conditions and shop-related safety risks, and requires the use of personal protective equipment when attending operational areas.
• Prolonged periods of computer and desk work, along with occasional walking, standing, site attendance and light lifting as required.
