About the role
Reporting to the AVP Public Affairs and Industry Practices, you are responsible for leading and managing CCA’s public affairs activities. A skilled networker and communicator, you will increase the profile and influence of CCA with the federal government and public owners.
You will also work collaboratively with partner associations to align and leverage advocacy efforts in support of the industry. You are accountable for the strategic and annual planning and execution of the Public Affairs goals and objectives.
As a trusted advisor, you provide counsel and support to the AVP Public Affairs and Industry Practices. As a representative of the industry, you foster positive relations with the membership, as well as industry and government stakeholders.
About CCA
The Canadian Construction Association (CCA) is the national voice for Canada’s construction industry, which employs close to 1.6 million Canadians and contributes 7.4 per cent to our GDP.
Key responsibilities
Government relations
- Participate in the development, implementation and evaluation of the government relations strategy and annual plan, in accordance with the Strategic Plan.
- Ensure proper monitoring, analysis and reporting of political and public policy events and trends impacting the industry, as well as relevant legislation and regulations.
- Manage, promote and expand our relationships with public affairs partners and stakeholders, such as other industry associations and advocacy groups.
- Identify and create opportunities for CCA to engage with the federal government and government officials, while ensuring proper tracking and compliance reporting.
- Act as a contact for federal government stakeholders and public owners, as well as for all other public affairs matters.
- Regularly review, update and make recommendations on our public policy positions and publications to ensure they properly represent the views of our industry, including the five-year review of our policy statements by the Board of Directors.
- With the support of the events team, plan and execute CCA’s key advocacy events, such as the annual Hill Day and semi-annual “Meech Lake” meetings.
- Deliver quarterly economic analysis and evolve this tool and recommend others to increase usage and relevance.

Qualifications
- University degree in Public Administration, Law, Political Science, Communications, or other relevant area of study.
- 5 to 7 years of experience in government relations and/or public policy affairs.
- Political experience.
- Experience working with different levels of government and intergovernmental relations to advance policy priorities and solutions.
- Demonstrated track record in policy development and advocacy in support of the policy.
- Demonstrated experience in using call to action platforms and mobilizing member and public engagement.
- Knowledge of the public and private procurement processes.
- Bilingual, French and English.

Principales responsabilités
Relations gouvernementales
- Participer à l’élaboration, à la mise en œuvre et à l’évaluation de la stratégie et du plan annuel de relations gouvernementales, conformément au plan stratégique.
- Assurer une veille continue, l’analyse et la production de rapports sur les enjeux politiques et les politiques publiques ayant une incidence sur l’industrie, ainsi que sur les lois et règlements pertinents.
- Gérer, promouvoir et développer les relations avec nos partenaires et intervenants en affaires publiques, notamment les autres associations sectorielles et les groupes de défense des intérêts.
- Cerner et créer des occasions permettant à l’ACC d’interagir avec le gouvernement fédéral et les représentants gouvernementaux, tout en veillant au suivi approprié des activités et à la production de rapports de conformité.
- Agir à titre de personne-ressource auprès des intervenants du gouvernement fédéral et des maîtres d’ouvrage publics, ainsi que pour toute autre question liée aux affaires publiques.
- Examiner régulièrement les positions et publications de l’ACC en matière de politiques publiques, les mettre à jour et formuler des recommandations afin qu’elles reflètent adéquatement les points de vue de l’industrie, y compris dans le cadre de l’examen quinquennal des énoncés de politique par le conseil d’administration.
- Avec l’appui de l’équipe des événements, planifier et réaliser les principales activités de défense des intérêts de l’ACC, notamment la Journée sur la Colline annuelle et les rencontres semestrielles au lac Meech.
- Produire une analyse économique trimestrielle, faire évoluer cet outil et recommander de nouveaux outils afin d’en accroître l’utilisation et la pertinence.
Leadership
- Maintenir un environnement de travail propice à l’attraction, à la mobilisation et à la rétention de personnel hautement qualifié.
- Recruter, former, évaluer, superviser, soutenir, perfectionner, promouvoir et encadrer les membres de l’équipe.
- Offrir un accompagnement et du mentorat afin de favoriser la réussite individuelle et collective.
- Préparer les évaluations annuelles du rendement et les plans de travail, y compris les plans de formation.Participer au cycle annuel de planification stratégique de l’ACC et diriger la contribution de votre équipe à cet exercice.
- Préparer, gérer, ajuster et faire le suivi du budget annuel ainsi que des prévisions financières sur trois ans.
- Veiller au respect des politiques, des lois, des règlements et de toute autre exigence légale applicable.
- Agir à titre de personne-ressource auprès du comité consultatif national – Infrastructure civile (CCN-IC).
Qualités
- Diplôme universitaire en administration publique, en droit, en science politique, en communications ou dans un domaine connexe.
- De cinq à sept années d’expérience en relations gouvernementales ou en affaires de politiques publiques.
- Expérience du milieu politique.
- Expérience de collaboration avec différents ordres de gouvernement et dans le cadre de relations intergouvernementales afin de faire progresser des priorités et des solutions en matière de politiques publiques.
- Expérience démontrée en élaboration de politiques et en défense des intérêts.
- Expérience démontrée de l’utilisation de plateformes de mobilisation et de campagnes d’appel à l’action visant à favoriser l’engagement des membres et du public.
- Connaissance des processus d’approvisionnement des secteurs public et privé.
- Bilinguisme (français et anglais).
Compétences et connaissances
- Excellentes aptitudes en communication écrite et orale ainsi qu’en présentation.
- Solides compétences en coordination et en collaboration.
- Excellentes capacités d’analyse, y compris la capacité de manipuler et d’analyser d’importants ensembles de données à l’aide d’un ou de plusieurs logiciels statistiques.
- Excellentes aptitudes en organisation et en planification.

- Bonne connaissance du gouvernement fédéral et du processus législatif.
