We are seeking a Data Governance Lead to establish, guide, and mature a province-wide health data governance program in support of a large-scale clinical information transformation. Serving as the key integrator across privacy, policy, clinical operations, and digital health platforms, this role translates legislative intent into practical governance across the health system. The Lead defines operational rules for health data management, ensuring data is trusted, secure, and ethically leveraged for clinical care, analytics, and secondary use.

Responsibilities
- Framework Development: Design and implement a provincial health data governance framework encompassing data ownership, stewardship, custodianship, and decision rights across system partners.

- Policy & Legislative Alignment: Translate health information legislation into practical governance policies, access controls, consent management frameworks, and data classification schemas (public, internal, confidential).
- System-Wide Enablement: Establish and facilitate governance councils and working groups to drive provincial adoption of common data standards, management practices, and data dictionaries.
- Analytics & Secondary Use: Collaborate with analytics and privacy workstreams to establish policies for secure, compliant secondary data use in research, health system planning, and performance management.
- Executive & Stakeholder Alignment: Act as a trusted advisor to senior healthcare leadership, clinicians, technical teams, and privacy officers to build consensus on data governance strategies.

Qualifications
- Education: Bachelor’s degree in Health Administration, Healthcare Sciences, Health Informatics, IT, Business Administration, or equivalent experience.
- Data Governance Leadership: years of experience leading healthcare data governance strategy, planning, policy, and provincial/territorial-scale implementation.
- Public Sector Health System Planning: years of progressive leadership within government health initiatives, including direct people management experience.
- Digital Health & Secondary Use Strategy: years developing scalable digital health strategies and policies supporting ethical secondary data use.
- Stakeholder & Executive Management: years facilitating consensus among multi-disciplinary teams (clinical, technical, business), along with years engaging executives on sensitive topics. - Privacy Collaboration: years collaborating with Privacy Officers on Privacy Impact Assessments (PIAs), consent models, and health privacy compliance.
- Communication & Program Delivery: years generating executive-level reporting, leading workshops, and executing governance deliverables.
