The Asset Management Specialist is responsible for supporting the development, maintenance, and continuous improvement of the London Police Service’s corporate asset management program. The position administers the corporate asset registry, supports lifecycle planning and condition-based asset management, and provides analysis and recommendations to support capital planning, budgeting, and asset replacement decisions. The incumbent acts as the functional steward of asset management systems and data, ensuring data integrity, regulatory compliance, and adherence to corporate standards. Working collaboratively with internal and external stakeholders, the Asset Management Specialist supports informed decision-making, risk mitigation, and the long-term sustainability of the Service’s assets.

Responsibilities:

• Develop, maintain, and validate a comprehensive corporate asset registry for LPS assets, including but not limited to facilities, fleet, IT infrastructure, police equipment, furniture, and other capital assets, ensuring asset information is complete, accurate, and aligned with financial and operational records
• Analyze and maintain asset lifecycle information, including condition, age, warranty, criticality, and expected useful life, and prepare asset reports, performance metrics, replacement forecasts, renewal recommendations, and risk-based prioritization analyses to support capital planning, budgeting, reserve forecasting, and asset replacement decisions.
• Ensure asset data and lifecycle assumptions align with corporate policies, standards, and audit requirements, and develop defensible replacement forecasts, renewal scenarios, audit-ready documentation to support budget, Board, and internal and external audits.
• Support capital planning and financial decision-making by providing asset condition assessments, lifecycle analysis, replacement forecasts, risk-based prioritization, and related data for the development of long-term capital plans, annual budgets, reserve strategies, business cases, and Board reports.
• Integrate the Climate Emergency Action Plan into asset replacements where possible.
• Monitor asset condition, performance, and lifecycle data to identify potential deficiencies, compliance gaps, and asset-related risks, and provide reporting and analysis to support risk mitigation, corrective action planning, and informed decision-making.
• Contribute to the preparation and analysis of Development Charge studies by gathering relevant data, supporting financial modeling, and assisting in the formulation of recommendations.
• Administer and integrate data across VFA (asset lifecycle), JD Edwards (financials), ManageEngine/CMMS and related systems, and act as functional steward ensuring consistent data standards, version control, and audit trails.
• Develop and maintain controls to ensure data accuracy and complete reconciliation between assets, financial records, and project systems.
• Identify and recommend systems, workflow, or data improvements to reduce risk and improve reporting reliability.
• Support end-to-end asset lifecycle processes through data governance, system integration, and lifecycle tracking from acquisition through disposal.
• Coordinate asset data collection during commissioning and/or closeout; verify documentation (O&M manuals, warranties, test reports).
• Support compliance with AODA (Accessibility for Ontarians Disability Act), Building/Fire/Electrical/Plumbing/Gas Codes, TSSA/ESA inspections by maintaining accurate records and flagging corrective actions and warranty claims.
• Support the development, maintenance, and periodic review of asset-related Standard Operating Procedures (e.g., fleet, IT equipment, specialized operational equipment).
• Coordinate with departments to ensure proper assignment and tracking of assets and support procurement activities by monitoring orders and recording new equipment in the inventory system.
• Collaborate with Facilities Services, Finance, Procurement, ICT, Fleet, consultants and contractors to gather asset data; provide capital planning inputs (condition, risk, cost and timing); support grant/incentive applications tied to energy and renewal projects; respond to information requests.
• Coordinate and collaborate with the City of London Capital Asset Management (CAM) and Tangible Capital Asset (TCA) teams to support the collection of data for the annual Asset Management Plan update and ensure compliance with asset management practices and regulatory requirements, including O. Reg. 588/17.
• Provide training, technical guidance, and subject matter expertise to management and staff on asset management practices and systems.
• Other duties as assigned within the core competencies.

Requirements:

• 2–3-year post-secondary education in Specialized courses or General University Courses (Engineering Technology (Architectural/Mechanical/Electrical), Business, Finance, Building Systems, Asset Management, or Computer/Information Systems) from a Post secondary institution or Specialty College OR Equivalent.
• 3-4 years relevant experience.
• Experience in asset management or a related field, such as facilities management, infrastructure lifecycle planning, capital planning, financial analysis, building systems, fleet/equipment management, project coordination, or asset/data management systems.
• WHMIS (Workplace Hazardous Material Information System) certification or awareness is an asset.
• OHSA (Occupational Health and Safety Act) awareness is an asset.
• AODA (Accessibility for Ontarians Disability Act) awareness is an asset.
• Ability to obtain and maintain the required security clearance/background check for access to restricted areas is an asset.
• Familiarity with ISO 55000 and IIMM (International Infrastructure Management Manual) asset management principles are an asset.
• Eligibility for membership with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or possession of an Institute of Asset Management (IAM) certificate is an asset.
• Geospatial Information Systems (GIS) certification is an asset.
• Strong problem-solving skills and judgement required to make decisions from numerous/broader range of alternatives covered by standards and precedents of a general nature.
• Excellent communication skills for regular contact with LPS members, vendors, contractors, consultants and external agencies to give, obtain, and/or exchange, and/or discuss technical information or decisions requiring discussion or explanation to ensure full understanding.
