Job Summary

Reporting to the Manager, Treatment Plant Maintenance, the Team Supervisor, Treatment Plant Maintenance oversees and executes the maintenance program supporting approximately $2.7 billion in assets across the Region’s Water Treatment, Wastewater Treatment and Biosolids facilities.

This role provides day to day supervision of internal staff and coordinates external contractors to ensure maintenance activities are completed safely, efficiently, and in accordance with required quality standards. 

Duties & Responsibilities

• Act as a key stakeholder in the investigation of significant or recurring equipment failures, supporting root-cause analysis and corrective actions to improve equipment reliability and overall plant performance.

Additional Duties & Responsibilities

• Ensure safety of all employees and contractors within the Treatment Plant Maintenance group by fostering a strong safety culture. This includes supporting all corporate health and safety programs, developing SOPs, identifying and mitigating workplace hazards, and enforcing all safety rules and requirements. 
• Ensure that all assigned maintenance projects and daily programs are delivered within expected timelines and comply with all applicable regulations, legislation and Regional policies and by-laws, including the Ministry of the Environment, Conservation and Parks and Ministry of Labour, Immigration, Training and Skills Development.
• Provide direct daily supervision, coaching, and development to maintenance staff including unionized employees.
• Assist the Manager in developing, reviewing, and executing effective reactive, preventative and predictive maintenance programs.
• Collaborate with operating, capital and SCADA groups to ensure projects and tasks are delivered with minimal impact to the service delivery, while also working alongside other departments to ensure effective program delivery.
• Identify, assess, and document equipment asset management needs in support of the Plant Maintenance Teams capital needs requirement.
• Oversee the purchase of materials, supplies and services, ensuring proper authorization, documentation, tracking, and reporting requirements are met.
• Monitor consultants and contractors on-site to ensure work is performed safely and that contractual scope, quality standards and timelines are met.
• Ensure that maintenance work order data is accurate, complete and up to date within the CMMS and maintained in compliance with reporting and audit requirements.
• Monitors, and documents the daily performance and the status of the maintenance programs and related fieldwork.
• Coordinate on-site activities with other sections within the Water & Wastewater Treatment Division and Public Works Department (Plant Capital and Engineering, Treatment
• Operations, SCADA as well as Water and Wastewater Systems Services and Asset Management) to ensure that maintenance activities are effectively and efficiently delivered.
• Support the Manager driving initiatives to further enhance the Treatment maintenance program. 

Skills & Qualifications

• Degree in engineering, engineering technology or a related discipline, or is a licensed tradesperson.  
• Minimum of five (5) years of supervisory experience.
• Preference will be given to candidates with demonstrated experience applying Reliability Centered Maintenance (RCM) principles in a unionized trades environment.
• Demonstrated experience working in a unionized environment, with thorough knowledge of applicable legislation and regulations governing industrial workplaces and a strong focus on health and safety, is required
• Experience with water and wastewater treatment equipment, maintenance practices, and regulatory compliance is strongly preferred.  
• Experience in monitoring large operational budgets and the management of plant assets including mechanical, electrical and instrumentation equipment is critical.  
• Demonstrated experience providing leadership to teams in a unionized environment that promotes best practices and continuous improvement.  
• Strong communication skills with internal and external stakeholders. Problem solving and facilitation skills along with political acumen.
