Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.
Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Trans Mountain is seeking a collaborative, motivated, and values-driven individual to join our dynamic team as Director, Project Delivery for Mainline Optimization Projects (MOP).
In this position, you will play a key role in leading the delivery of the Mainline Optimization portfolio across Trans Mountain's pipeline, facilities, and power transmission portfolios. Reporting to the Vice President, Major Projects, you will provide strategic leadership and oversight to ensure projects are delivered safely, efficiently, and in alignment with approved scope, schedule, budget, quality, and performance objectives.
The successful candidate will bring extensive experience leading complex capital project portfolios and demonstrate the ability to drive execution excellence through strong leadership, cross-functional integration, contractor management, and disciplined project delivery practices. This position offers the opportunity to influence project outcomes, strengthen delivery performance, and support the successful execution of critical energy infrastructure investments.
This is a rare opportunity to lead capital project delivery on a nationally significant pipeline system at a pivotal moment for Trans Mountain. Building on the success of the Expansion Project and a growing portfolio of major work, the Director, Project Delivery will help define how Trans Mountain delivers projects, set the execution standard across the Mainline Optimization portfolio, and build a high-performing team that carries it forward. It is a role with visible impact, executive exposure, and the opportunity to shape a delivery organization for the long term.
Key Responsibilities
Champion a visible, felt safety leadership culture across the portfolio, holding project teams and contractors accountable for HSE performance and personally modelling Trans Mountain's commitment to safety.
Lead the implementation and operationalization of the Trans Mountain Project Delivery Model, ensuring consistency, scalability, and alignment across the MOP portfolio.
Provide integrated leadership across pipeline, facilities, and power transmission projects, ensuring delivery aligns with approved safety, quality, schedule, budget, and performance objectives.
Establish clear project delivery accountability, performance expectations, and execution disciplines across multiple asset classes and workstreams.
Partner with Project Engineering & Governance, Project Services, Construction Management, Inspection & Quality, Facilities Continuity, and other functional groups to support seamless project execution throughout the project lifecycle.
Coordinate closely with Operations throughout the project lifecycle, ensuring safe execution on live, in-service assets and managing commissioning, start-up, and turnover of completed facilities to Operations.
Align project delivery activities with matrixed functional teams to drive coordinated execution, issue resolution, and decision-making across complex project environments.
Ensure projects are executed in accordance with applicable regulatory requirements, environmental standards, quality standards, corporate policies, and Trans Mountain specifications.
Identify, escalate, and resolve project delivery risks, issues, and constraints, ensuring appropriate mitigation strategies are implemented and maintained.
Direct contractor and vendor execution to ensure compliance with safety commitments, contract obligations, performance expectations, and delivery objectives.
Monitor project performance and delivery outcomes across the portfolio while fostering accountability and execution excellence.
Lead and develop Managers responsible for Facilities, Pipelines, and Power Transmission projects, building leadership capability, succession depth, and a high-performing culture.
Drive lessons learned, standardization, process discipline, and continuous improvement across project delivery practices, tools, and methodologies.
Support Trans Mountain's Indigenous and community commitments, ensuring project delivery upholds Indigenous engagement, benefits, and stakeholder relationships.
Provide transparent reporting and insights to executive leadership to support governance, strategic decision-making, and portfolio oversight.
Qualifications and Professional Experience
Minimum 20 years of progressive experience leading capital project delivery within the energy, pipeline, industrial, or infrastructure sectors.
Professional designation preferred, such as P.Eng. (with APEGA eligibility) or PMP.
Demonstrated experience in Director-level or senior leadership roles overseeing large, complex capital project portfolios.
Proven track record successfully delivering pipeline, facilities, and/or power transmission projects from initiation through execution and closeout.
Demonstrated track record of delivering large capital projects on or under approved cost and schedule, with strong safety and quality outcomes.
Experience delivering capital projects on operating, in-service assets, including commissioning, start-up, and turnover to Operations.
Post-secondary education in Engineering, Project Management, Construction Management, Business, or a related discipline.
Strong understanding of integrated project delivery models, matrix stakeholder management, stage-gate governance, and enterprise-level project management systems.
Demonstrated experience leading multidisciplinary teams, including project managers, engineers, technical specialists, and functional support teams.
Strong knowledge of capital project execution, project governance, project controls (cost, schedule, estimating, and change management), supply chain strategies, contractor management, risk management, and delivery assurance practices.
Demonstrated commitment to safety leadership, with a track record of building strong HSE culture and performance on complex capital projects, including a learning-based, non-blaming approach to safety and human performance.
Proven ability to manage complex stakeholder environments involving internal business functions, contractors, consultants, regulators, Indigenous and community stakeholders, and external partners.
Exceptional leadership, communication, and decision-making skills, with the ability to translate complex challenges into clear priorities, direction, and action.
A leader who demonstrates ownership, accountability, and sound judgment while building trust and credibility through consistent delivery.
Proven organizational and strategic planning skills, with the ability to manage competing priorities across a diverse portfolio of projects.
Commitment to inclusive leadership practices and fostering a respectful, collaborative, and high-performing workplace culture.
Working Conditions
Periodic travel to project sites, operational facilities, and contractor locations will be required.
Occasional extended hours may be required to support project execution, governance reviews, and critical project milestones.
