Area of Responsibility
Reporting to the Manager, Enterprise Corporate Systems, this position will participate in a major City-wide project to implement an application that will deliver automation and transform business processes and practices in the area of WFM Workforce Management solutions supporting Employee Time Capture, Absence Management (Time and Attendance) and Workforce Scheduling. This position is responsible for assessing, researching, analysing and documenting business and systems requirements while working with both internal, external and City-wide department resources. In addition, the incumbent will be heavily involved in the design of business processes, testing, training and the preparation of operational documentation.

This role partners with HR, Finance and Operating Departments in supporting, troubleshooting, coordinating, implementing and recommending solutions that meet client needs. This role can be involved in the RFP process as well as development of business requirements to ensure that projects align with strategies.

Once this application is live and in production, this position will be responsible for the support and on-going maintenance of the application as well as recommend solutions to leverage the functional capabilities to meet future business needs. This position will also offer guidance, support, advice, and direction to various City departments in post-implementation operations of this system and related integrations/interfaces to enhance the use of these systems, thus leveraging functionality to gain efficiencies in business processes and/or greater insight into information. This position provides excellent customer service while protecting the integrity of the data, automating business processes, participating in major system implementations, upgrades, troubleshooting incidents and maintaining optimal configuration.

1. Business Analysis - Liaise with clients to gather business requirements, to conduct current and future process mapping to determine the fit/gap in the planning and development of new system functionality and/or related business processes. Consult with Stakeholders and evaluate business needs to develop understanding of true requirements and translate into functional specifications while working with technical teams, to recommend solutions. Interpret Union collective agreements and collaborate when necessary to understand the rules, knowing how they intersect with business processes, system functionality and related system configuration. Present, explain, and validate analysis with client to ensure proposed solution meets their business needs. Lead the implementation of necessary business and systems changes. Serve as a functional source of expertise in supporting the maintenance and/or development of process improvements and changes. Perform benchmarking to help determine the future/strategic direction of the systems.
2. System Technical Analysis - Responsible for defining interface parameters between systems, identifying system data dependencies, and approving all technical specifications and changes. Responsible for the daily operation and troubleshooting of user problems. Lead and contribute to project teams to assist in the research, selection, evaluation and implementation of new software applications and services.
3. Confidentiality - Access to system wide confidential data for analysis and operations. Participate in development and implementation of confidential initiatives.
4. Testing  and Quality Assurance -  Prepare, review and collaborate on development of test strategy, test plans and test metrics. Create user stories, use cases and subsequently create and execute detailed test scripts including documenting of defects, defect reporting and collaborative issues resolution. Prepare testing time and effort estimates and schedule testing activities with various resources. Report on testing status and progress against project plans. Manage the design, specification and execution of tests, including ensuring that test design accounts for risk and selecting the appropriate test types. Review and improve on test cases developed by other testers. Interacts with developers, project team resources and vendors during issue resolution and re-testing. Utilize appropriate tools for test scripting, test execution, defect reporting and overall status reporting.
5. System Lead and Trainer - Act as Project Lead or Project Support for different initiatives. Act as the System Lead in developing and providing direction to a team of employees in the maintenance, implementation or upgrades of all systems with a view of other areas impacting or being impacted by change. Ensure that application standards are followed, and that development, set-up/configuration, testing and data validation are completed successfully and on time. Develop and maintain training materials and conduct user training sessions to support system business demands including both functional, system and related business processes and procedures.
6. Project Lead and Support – Support Team Lead and the Project Manager in developing and maintaining applicable project documentation that clearly defines what processes, functionality, timelines and results will be expected for each new functionality implementation or upgrade of the systems. Develop project plans and lead assigned operational projects.
7. Data Integrity and Report Development - Develop and maintain data integrity standards using system audits and business process reviews. Audit and review the system framework that supports business processes. Prepare functional specifications in creating new reports and system enhancements. Capture, interpret and develop a detailed understanding of data reporting requirements to create and test standard and ad hoc queries and mass data extracts for data requests for often time sensitive and confidential data requests.
8. Compliance - Maintain system documentation as it pertains to configuration, issue resolution, test plans, project decisions, standard operating procedures, data standards, processes, training and support.
9. Security – Ensure security requests are actioned and analysed to ensure compliance with security strategy, related policies and audit assessments to safeguard the system and confidential business data. Evaluate all requested changes to ensure segregation of duties in business processes are not compromised. Includes processing daily access requests, regular system audits and escalations.
10. System Support – Develop / configure / set-up / maintain functional application configuration and rules to ensure required functionality and reporting capability meets the needs of the Corporation and end users. Troubleshoot User and system issues, perform root cause analysis and document resolutions. Provide guidance, clarification and resolution to system issues.
11. System Administration - Develop, maintain and audit system defined standards and processes. This includes ensuring batch job processing schedules, interfaces and integrations are processed in a timely manner to support time sensitive business processes. This also includes the setup and maintenance of system-wide installation, configuration settings, controls and security/privacy design. Ensure application data integrity, system access and data distribution managed appropriately. Investigate, analyze, design, test and recommend optimal system enhancements.

Selection Criteria
Education:

• Degree/diploma in Business, Computers Science, Human Resource Management or equivalent

Experience :

• 3 to 5 years experience in implementing and/or maintaining and supporting an enterprise scale WFM (including Time and Attendance / Time, Absence Management, Scheduling) and integrations with other internal and external applications such as Payroll, employee data whare houses, etc.
• Minimum 3 to 5 years experience in translating enterprise business requirements into WFM (HR/Time and Attendance/Scheduling/Absence Management) application functionality, business processes and policy impacts
• Strong knowledge of Human Resources, Payroll, Information Technology policies and practices with an ability to assess the impacts of policies and practices on related technologies supporting business processes  

Other Skills and Assets:

• Knowledge of Duty Rostering, Scheduling and Time Attendance Practices and Processes.
• Strong project planning and project management skills with the ability to manage multiple concurrent projects that include cross-functional teams in different business units
• Must be able to ensure Corporate standards are adhered to while maintaining confidentiality of HR ! Payroll ! Absence ! Scheduling data
• Experience in testing ! quality assurance processes, test cycles, defect management, testing tools and test automation is an asset
• Experience with Oracle-PeopleSoft Enterprise HRMS ! HCM and!or Payroll, WorkforceSoftware (cloud solution) would be an asset
• Municipal experience would be an asset
• Experience working in a unionized environment ensuring application compliance with Collective Bargaining Agreements would be an asset
• Demonstrated knowledge, experience and analytical skills as it pertains interpreting and analysing employee related business policy, practices and processes
• Experience in business process mapping and redesign, relational database concepts, SQL query tools, data integrations, dashboarding tools and project management techniques
• Exceptional written and verbal communication skills including the ability to deliver effective training and translate functional requirements for technical people and technical details to functional people, i.e. within own team, HR, Payroll, Functional Departments, Vendors and other Technical Teams
• Proficient in the use of Microsoft Windows and Microsoft Office products including Excel, Word, PowerPoint Project and Visio
