In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Coordinator, Human Resources supports the overall goals, objectives and operations of the designated HR portfolio across PHSA. The role maintains primary responsibility of one or multiple HR programs and/or projects, including strategic and confidential initiatives in a complex and changing multidisciplinary environment. Reporting to designated portfolio Leader or designate, the Coordinator is responsible for the coordination and implementation of employee programs, projects, special initiatives, knowledge exchange, research, information dissemination, and education for key internal and external partners, including other Health Authorities, community partners, and Unions. The role is actively involved in the planning, development, implementation, and evaluation, including attending management meetings, providing feedback and recommendations, of HR projects and strategic initiatives including those related to labour relations or human resource management. The Coordinator, Human Resources compiles confidential business reports, employee data and documents; exercises discretion while cultivating and maintaining effective working relationships; and monitors expenditures and performs variance reporting.

Specific Portfolios

  • Workplace Health, Safety and Wellness: This position is responsible for the coordination, implementation and evaluation of a holistic organizational health and wellness projects and initiatives such as EFAP, psychological health and safety standard and health promotion, including the implementation of health and safety programs. This role provides support to team members and key stakeholders to assess organizational health and wellness needs and priorities and provides recommendations on health, safety and wellness initiatives and in doing so, fostering healthy and safe workspaces.
  • Workplace Experience: This position is responsible for the coordination, implementation and evaluation of projects and initiatives around workplace culture and experience programs in the organization, such as onboarding, recognition, employee engagement, and employee voice initiatives such as organizational surveys/reviews. This role provides support to team members and key stakeholders to assess workplace culture needs and priorities and provides recommendations on workplace culture and experience initiatives and in doing so, fostering engaged workspaces and work experience.
  • Physician Special Services: This position is responsible for the coordination, implementation and evaluation of projects and initiatives focused on building a healthy and safe workplace to improve the mental and physical health of PHSA Physicians. This role provides support to team members and key stakeholders to assess PHSA Physician health and wellness needs and priorities and provides recommendations on safety-related programs and procedures designed specifically for Physicians, including coordinating the training to support their psychological health, safety and wellness.
  • Talent & Leadership Development (LD): This position is responsible for the coordination, implementation, and evaluation of leadership development and talent management programs and projects such as performance management, succession planning, and leadership development. The Coordinator works in collaboration with the Manager, LD, Manager, Workforce & Succession, and Leadership coaches to support the development of program(s) and communication strategies, and continuous improvements. Develops and provides recommendations on standards, guidelines and Standard Operating Procedures (SOP) to the Director; monitors and administers designated systems and platforms; and coordinates program budgets. Provides central program support for the BC Health Leadership Development Collaborative (BCHLDC), including coordination of meetings and legal agreements, and preparation of minutes.

What You’ll Do

  • Coordinate, research, promot, develop and implement a variety of programs, activities, projects and strategic and confidential initiatives for designated portfolio that directly affect the employees of the organization. Evaluate the effectiveness of programs by implementing evaluation strategies. Perform full-scope coordination of projects and initiatives, ensuring they are done in an efficient manner, that they adhere to project protocols, conform to applicable institutional and ethical policies and procedures and privacy legislation, and that they are complete within the required timelines. Raise concerns or barriers to leadership in order to troubleshoot and resolve issues.
  • In collaboration with Leadership, coordinate the implementation of approved recommendations resulting from research, best practice, and evaluation. Provide project support and recommendations for the designated portfolio, guide the development, enhancement and sustainability of programs within PHSA.
  • Work collaboratively with internal and external stakeholders. Responsible for providing information and materials to staff at all levels, unions and other external stakeholders.
  • Prepare and compile confidential and sensitive business documents and reports for internal and external stakeholders including senior leadership; attends management meetings as required. Assessing and responding to the needs of clients and ensuring the timely and efficient resolution of problems and disputes between clients and contractors.
  • Identify, collect, and analyze relevant information, including confidential employee information, relating to current work, and provides input and recommendations to Leadership and other team members of the designated portfolio for development, implementation, analysis, dissemination of findings, and practice implications.
  • Monitor expenses, variance reporting and budget reconciliation. Adhere to program budget.
  • Assist with the dissemination of information and knowledge related to projects, and key programs and initiatives under the identified mandate areas of scope through a variety of vehicles. Build the necessary partnerships within the broader organization to leverage internal strengths and build capacity in complex health care system.
  • Actively supports the management and facilitation of time-limited projects and programs to identify best practice-grounded strategies and activities for health professionals in support of the strategic priorities of the designated portfolio, the broader Human Resources department, and PHSA as a whole.
  • Monitor and administer designated websites.

Qualifications

What you bring

  • A level of education, training, and experience equivalent to a Bachelor’s degree in Health or Social Science, Human Resources or a health-related discipline or relevant field plus three (3) years of recent related experience.
  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Human Resources contexts found in the foundational documents including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.

Core Competencies

  • Brings an understanding of the Indigenous specific racism and the broader systemic racism that exists in the colonial health care structure, and has demonstrated initiatives in breaking down barriers and ensuring a safe environment ensuring a sense of belonging to all and informed by Indigenous Cultural Safety.
  • Awareness of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (the Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge

  • Travel within the Lower Mainland may be required. Understanding of and practical skills in project management, research and evaluation; relevant computer software applications; Internet search engines, websites, and navigation; funding structures and application processes; training and education; policy review and analysis; and facilitation, community development, and partnerships.
  • Demonstrated ability to work with confidential and sensitive information. Related experience in conducting literature searches and reviews, best practice reviews, policy analysis, working collaboratively with a wide range of internal and external stakeholder groups.
  • Qualities including: creativity and innovation; sound judgment; tact and diplomacy; ability to work effectively and collaboratively in a demanding and dynamic environment; sound negotiation, conflict management and consensus-building skills; excellent oral and written communications skills, including the ability to draft proposals and make formal presentations.
  • Strong organization skills, flexible to changing priorities and able to work independently as well as in a team environment. Must be goal and detailed oriented. Highly developed critical thinking and problem solving skills.

Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.

  • Three years’ experience in health, social services, health and safety, government or community organization promotion activities

Talent & Leadership Development (LD)

  • Broad knowledge and experience in large scale program management and implementation, developing Standard Operating Procedures, various training delivery methods. Knowledge of adult learning.
  • Three years’ experience of experience related to health, social services, government or community organization promotion activities.

Job Type: Regular Full-Time

Salary Range: $63,484 - $91,259. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
