The Building Mechanical Engineer works with a high degree of independence in the provision of professional services related to the planning and design of building construction, renovation or repair projects in Department buildings as well as buildings operated by Client Boards and Agencies. The Building Mechanical Engineer represents the Department, as Project Leader, at meetings with client departments or agency user groups, public interest groups, consultants and contractors associated with building projects. With Mechanical Engineer training and experience this position has specific knowledge in the design and operation of complex mechanical building systems which lends this position to providing strategic advice and direction to department colleagues, client Departments and consultants.
The Building Mechanical Engineer is responsible during the construction phase of a project to resolve/mediate technical and contract issues. The Building Mechanical Engineer monitors and evaluates the work, directs change/modification as warranted. The resolution must be both technically correct and fairly respect the contractual obligations of both Contractor and the Department.
Duties will include but are not limited to:
- Provide professional services in the planning, design, and construction of new buildings, as well as renovation and repair of existing facilities, especially for projects whose primary purpose is of a mechanical system nature.
- Participate in site selection and procurement processes for new projects.
- Lead planning and concept development prior to design team engagement, including preliminary budget preparation.
- Participate in space program planning to ensure functional and efficient use of space as it relates to mechanical system requirement needs.
- Participate in overall reviews of department projects’ mechanical document package reviews and provide feedback to DTI project managers and/or client user groups.
- Participate in an advisory role in mechanical design, energy efficiency, energy modeling and commissioning aspects of department building projects.
- Manage the procurement and hiring of design teams, Construction Managers, Commissioning Agents, and other specialty consultants, including RFP development, tendering, evaluation, and award processes.
- Monitor project design progress, ensuring alignment with cost, schedule, and scope; identify and implement changes as needed.
- Prepare Treasury Board and Executive Council memorandums to support project approvals.
- Design facility repairs and upgrades as required.
- Represent the Department in resolving or mediating technical and contractual disputes during construction phases.
- Provide project leadership by engaging with client departments and user groups to define project requirements and develop viable solutions.
- Offer strategic recommendations on project design, scheduling, and budget control.
- Attend public meetings as the Department’s representative for planning and design discussions.
- Review and evaluate consultant design work to ensure compliance with project goals, energy efficiency, and cost-effectiveness.
- Direct and guide consultants on required design changes and tender documentation.
- Inspect existing buildings and prepare condition reports with recommendations for upgrades.
- Prepare detailed cost estimates using elemental quantity calculations and historical unit cost data.
- Represent the Department and client groups at public meetings, including those required for regulatory approvals.
- Analyze project data and develop presentation materials to support departmental objectives.
- Perform other related duties as assigned.
Minimum Qualifications:
- Must have a Bachelor of Science Degree in Mechanical Engineering.
- Must hold, or be willing to obtain, a professional designation membership in the Association of Professional Engineers of PEI.
- Extensive experience with planning and design associated with construction, renovation and repair of commercial and institutional buildings.
- Extensive experience related to project implementation and administration of contacts associated with commercial and institutional building construction.
- Considerable experience as a project leader for planning and design of commercial and institutional building projects.
- Experience with leading and implementing installations of large commercial and institutional heating, plumbing, fire protection and ventilation systems.
- Considerable experience with energy modeling (energy modeling software).
- Experience preparing and facilitating presentations to committees and client groups.
- Strong interpersonal and leadership skills.
- Strong analytical and communication skills.
- Extensive experience using word processing, database and spreadsheet software is required.
- Knowledge about the use of computer assisted drafting (CAD) software would be an asset.
- Applicants must have a valid Prince Edward Island driver’s license and access to reliable transportation.
- Must have or be willing to obtain First Aid, CPR and WHMIS training.
- Occupational Health and Safety training would be considered an asset.
- The successful incumbent must provide an acceptable Criminal Records Check, prior to employment.
