Reporting to the Manager and Director of the Security Operations Centre, Manitoba Intelligence Branch, the incumbent plays a vital role providing support to other divisions within Manitoba Justice by mitigating risk and working to prevent compromise or criminal infiltration within the government. The Security Operations Centre comprises of three program areas, Security Screening, Threat Management, and Open-Source Intelligence. These programs collaborate to ensure safety of Manitoba Justice assets, employees and persons in care.
The incumbent represents Manitoba Justice and maintains daily contact with justice partners, law enforcement agencies, and Indigenous community justice leaders to support collaboration, knowledge exchange, and program delivery.

Essential:
- Experience in intelligence collection and investigation procedures, including knowledge of the intelligence cycle.
- Demonstrated experience leading interviews and accurately documenting findings to support assessments and decision-making.
- Proven ability to gather and interpret information from open sources to develop analytical products and support investigative decision-making.
- Experience in threat assessment and safety planning within an intelligence, enforcement, or security environment.
- Demonstrated experience in case management, overseeing high-volume, complex files involving sensitive, multi-faceted issues requiring sound judgment and prioritization.
- Demonstrated written communication skills, including professional report production in an inter disciplinary and multi agency environment.
- Demonstrated interpersonal and verbal communication skills, including delivering formal presentations to diverse stakeholder groups.
- Experience building collaborative relationships and acting as a liaison with the ability to develop and maintain excellent working relationships with team members, staff in other branches and departments.
- Demonstrated research skills and high level of acumen for collecting and interpreting complex data to map an appropriate course of action. This includes risk assessments, deploying the correct investigative tools/methods, producing reports, and appropriate distribution of confidential/protected information.
- Demonstrated ability to work independently by designing and implementing investigative plans, analytical techniques, data collection/organization strategies, resource allocation, and enforcement strategies.
- Demonstrated ability to use a range of software tools, record management systems and databases to collect, produce and store information.
Desired:
- Knowledge of street gangs, organized crime networks, and security threat groups, including their structures, behaviours, and associated risk factors.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Satisfactory Enhanced Security Screening Level 4
- Must be able to obtain and maintain satisfactory Child Abuse Registry and Adult Abuse Registry Checks
- May be required to travel and stay overnight on occasion
