Job Summary

The role, reporting to the Manager, Business Planning and Support Services, will transform vision into value, promoting policies, standards, best practices and technology improvements across the Parks, Forestry & Environment (PF&E) division. Reviews, recommends and implements business improvements for Park Planning, Park Development, Park Operations, Forestry and Environment. Completes analysis and builds reports and dashboards to support data-driven decision making.

Duties and Responsibilities

Operational assessments and review of services

• Leading and facilitating workshops with various stakeholders, to gather business requirements and map existing and future business processes
• Identifying continuous improvement opportunities by collecting and analyzing operations data, identifying and prioritizing process improvement opportunities, and then recommending, developing and deploying solutions
• Displaying initiative and leadership on the job by analyzing business functional requirements to identify information, procedures, and decision flows

Project Management

• Leading and coordinating projects to improve the efficiency and effectiveness of the Service Area, including the support of the divisional performance metrics program
• Business Case support, analysis and development, project management, and integrated process re-design and system implementation to support changed processes as they relate to the implementation of various service area software applications
• Submitting written reports detailing project plans, business case justification, business recommendations, and implementation schedule to appropriate stakeholders for feedback and consultation

Critical Business Needs Support

• Developing and coordinating training and information knowledge transfer to appropriate stakeholders as part of system and process implementation as well as to ensure business process effectiveness in all areas of the division
• Assisting the Business Line Managers in identifying technical business trends and issues which impact the strategic direction of the Parks, Forestry & Environment division by researching and benchmarking other operations and systems to increase understanding of current and future business environments

Skills and Qualifications

• Graduation from a recognized post-secondary program in Business Administration, Economics, Finance, Public Administration or a related field of study with 3 to 5 years related experience. 
• Certified Business Analysis Professional (CBAP), LEAN Certification, PMP designation or Certification in Change Management (PROSCI) are assets.
• Demonstrated success on business process improvement projects, documented and analyzed business processes, calculated benefits for proposed changes, presented solutions, and developed final deliverables.

• Excellent research, analytical and problem solving skills supported by strong facilitation capabilities.
• Experience and understanding of operational practices and procedures an asset.
• Experience in Infor, ActiveNet, PowerBI or equivalent applications an asset.
• Excellent computer skills and experience with Visio, PowerPoint and MS Office.
• Experience with Crystal or SQL report writing preferred.
• Experience in facilitation and documentation of end-user requirements and business process mapping with the ability to compare current state and future state to develop and document clear gap-analysis.
• Strong relationship management capabilities with proven ability to influence others and gain consensus.
• Demonstrated ability to initiate and execute projects utilizing sound judgment

Hourly Rate/Salary: $ 80,567.00 - $ 107,426.00
